Cluster WASH Specialist

World Vision is seeking a qualified and experienced Cluster WASH Specialist to support the planning, implementation, monitoring, and quality assurance of Water, Sanitation, and Hygiene (WASH) projects in Arusha. The successful candidate will ensure that all WASH interventions comply with international standards, government regulations, organizational policies, and donor requirements while contributing to sustainable community development outcomes.

The position plays a critical role in providing technical leadership across WASH programs, including project design, procurement planning, construction supervision, water quality monitoring, capacity building, stakeholder engagement, proposal development, and safeguarding integration. The role also requires close collaboration with government authorities, contractors, donors, partners, and local communities to ensure successful project delivery and long-term impact.

Responsibilities

  • Support WASH project teams in ensuring compliance with WASH standards and donor regulations.
  • Design and contribute to national WASH strategies and implementation plans.
  • Develop annual work plans and procurement plans within the area of technical expertise.
  • Ensure implementation of WASH projects in accordance with international standards and donor requirements.
  • Conduct inspections of water supply and sanitation facilities, including water quality monitoring.
  • Provide technical input in reviewing and advising on water service tariffs and pricing.
  • Monitor project progress from feasibility studies through construction, supervision, and handover.
  • Prepare Bills of Quantities (BOQs) according to national standards.
  • Provide technical supervision and support for program implementation.
  • Assess project quality and compliance with standards, policies, and implementation plans.
  • Conduct field assessments and gather community and stakeholder feedback.
  • Supervise construction sites and ensure quality assurance and quality control measures.
  • Administer contracts and ensure timely completion of project activities.
  • Design, plan, and implement WASH activities under Area Programs and Grants.
  • Collaborate with contractors in the planning and design of solar-powered water systems.
  • Monitor and evaluate WASH activities and project performance.
  • Prepare timely technical and progress reports for partners and donors.
  • Document lessons learned, success stories, and best practices.
  • Support research initiatives, innovation, and knowledge management activities.
  • Participate in proposal development and resource mobilization efforts.
  • Build partnerships and maintain networks with WASH sector stakeholders.
  • Represent the organization in meetings and coordination forums.
  • Collaborate with local authorities, government agencies, consultants, suppliers, and contractors.
  • Train, mentor, and coach staff and partners on WASH-related issues.
  • Ensure safeguarding measures are integrated into all program activities.
  • Conduct safeguarding orientation and training for partners and communities.
  • Participate in global WASH communities of practice.
  • Promote multi-sector integration and support other organizational initiatives as required.

Qualifications

  • Bachelor’s degree in Water Engineering, Environmental Engineering, Civil Engineering, Irrigation Engineering, Municipal and Industrial Services Engineering, or a related field.
  • Registered Professional Engineer (PE) with the Engineers Registration Board (ERB).
  • Minimum of three years of experience in WASH hardware implementation.
  • Experience in water supply, sanitation, and infrastructure projects.
  • Proficiency in AutoCAD, ArchiCAD, EPANET, hydraulic calculations, structural calculations, and Microsoft Excel.
  • Knowledge of borehole design and drilling supervision.
  • Experience in water project design and building structure development.
  • Knowledge of solar panel installation, wiring, battery storage systems, and pump mechanics.
  • Understanding of relevant engineering safety standards and regulations.
  • Demonstrated ability to supervise projects and technical teams.
  • Strong planning, organizational, and analytical skills.
  • Excellent report writing and project monitoring abilities.
