BRAC Maendeleo Tanzania is inviting applications from qualified, dynamic, and self-motivated professionals for the position of Senior Officer, Human Resources. The role will support decentralized human resource operations in the Tanga region, helping improve the efficiency and effectiveness of HR service delivery and contributing to overall organizational productivity.
BRAC Maendeleo Tanzania has operated in Tanzania since 2006, with its work focused on Agriculture, Youth and Women Empowerment, Food Security, and Livelihood. The organization is also implementing a programme in partnership with the Mastercard Foundation and BRAC International to create sustainable economic opportunities for adolescent girls and young women across several African countries, including Tanzania.
About the Programme
The Mastercard Foundation, in partnership with BRAC International, is implementing an initiative designed to create positive and measurable opportunities for 1.2 million adolescent girls and young women across Ghana, Kenya, Liberia, Rwanda, Sierra Leone, Tanzania, and Uganda.
The programme uses scalable economic development approaches to strengthen the agency and voice of adolescent girls and young women living in poverty. It supports participants in pursuing their aspirations, developing sustainable livelihoods, and engaging in advocacy and community development activities.
About the Role
The Senior Officer, Human Resources will support HR operations at the regional level and help translate organizational HR strategies into practical action plans and day-to-day activities. The position will cover recruitment, employee records, performance management, staff development, payroll coordination, leave and attendance, employee relations, HR information systems, and other HR services.
Key Responsibilities
- Receive approved manpower requisitions from hiring managers and initiate recruitment processes.
- Arrange interviews for successfully shortlisted candidates.
- Collect all required documentation from newly recruited employees and facilitate contract issuance.
- Coordinate probation reviews and ensure they are completed within agreed timelines.
- Maintain and update employee personnel files.
- Organize periodic policy-sharing sessions for relevant regional staff.
- Identify gaps in HR policies and processes and communicate possible solutions to the HR strategy team.
- Assist with the performance management system, including staff objective setting, mid-year reviews, and year-end reviews.
- Support staff development activities and promote the BRAC Learning Catalogue.
- Assist the Training team with the preparation, organization, and evaluation of field-based training programmes.
- Conduct appropriate employment background checks for newly recruited staff.
- Ensure new employees complete social security and medical registration requirements.
- Monitor the completion and submission of required social security and medical registration forms.
- Work closely with the Accounts team during payroll preparation.
- Manage leave and attendance records for regional staff.
- Monitor staff contracts and ensure timely contract renewals.
- Assist the Senior Manager, Human Resources with transfer proposals, transfer orders, and resignation letters.
- Support employee relations processes in consultation with the Senior Manager, Human Resources.
- Assist line managers with formal disciplinary hearings and show-cause processes.
- Maintain proper documentation of disciplinary proceedings.
- Preserve and regularly update employee personnel files.
- Assist the Senior Manager, Human Resources in managing the Human Resources Information System (HRIS).
- Ensure all staff members are provided with name tags and identity cards.
Safeguarding Responsibilities
- Promote a safe working environment where team members are protected from harm, abuse, neglect, harassment, and exploitation.
- Provide support and guidance on safeguarding practices within the workplace.
- Promote BRAC safeguarding policies and ensure relevant standards are incorporated into HR activities.
- Follow established safeguarding reporting procedures whenever a reportable incident occurs.
- Encourage team members to report safeguarding concerns through the appropriate channels.
Qualifications and Experience Required
- Bachelor's degree in Human Resource Management, Human Resource Administration, Industrial Relations, Law, or a relevant field from a recognized university or institution.
- At least 2 years of experience working as an HR Officer, HR Administrator, or in another relevant human resources position.
- Good knowledge of HR functions, including compensation and benefits, recruitment, training, and staff development.
- Understanding of labour laws and disciplinary procedures.
- Proficiency in Microsoft Office applications.
- Knowledge and practical experience with Human Resource Management Systems (HRMS) is required.
- Good computer literacy.
- Ability to plan, organize, and prioritize workload effectively.
- Excellent verbal and written communication skills.
- Strong organizational and time-management abilities.
- Good interpersonal and communication skills.
- Strong problem-solving and decision-making abilities.
- High level of ethics, integrity, and reliability.
