Project Officer – Birth Registration and Legal Identity Project | World Vision

World Vision is hiring a Project Officer – Birth Registration and Legal Identity Project to be based in Tanga, Tanzania. This is a full-time opportunity for a development professional who will support the implementation of activities designed to improve access to birth registration and legal identity services for children and families.

The successful candidate will work closely with Local Government Authorities (LGAs), RITA, NIDA, schools, health facilities, community organizations and other stakeholders. The position also involves community mobilization, Social and Behaviour Change (SBC), child protection, digital birth registration, monitoring and reporting.

Key Responsibilities

• Coordinate the daily implementation of project activities in assigned districts.

• Develop monthly and quarterly activity schedules.

  

• Coordinate community-based interventions, inception meetings and review meetings.

• Provide technical support and mentorship to community facilitators and volunteers.

• Supervise project activities and address implementation challenges.

• Support Social and Behaviour Change (SBC) interventions.

• Facilitate parenting education, community dialogues and awareness campaigns.

• Strengthen referral systems for birth registration services.

• Promote digital birth registration systems such as e-RITA.

• Train and mentor Community Health Workers, teachers, youth leaders, faith leaders and child protection committees.

• Promote gender equality, disability inclusion and child protection.

• Coordinate with District Councils, RITA, NIDA and other government departments.

• Conduct monitoring visits and joint supportive supervision.

• Collect, verify and report project data.

• Prepare monthly and quarterly progress reports.

• Document success stories, lessons learned and best practices.

• Support donor monitoring visits and programme reviews.

• Prepare activity budgets and monitor project expenditure.

• Ensure compliance with financial, procurement and safeguarding procedures.

• Promote child safeguarding, PSEA and Accountability to Affected Populations (AAP).

• Support community feedback mechanisms and ethical conduct.

• Ensure compliance with World Vision policies and values.

Qualifications and Requirements

Applicants should have:

• A Bachelor’s degree in Social Work, Community Development, Social Sciences, Sociology, Education, Development Studies, Public Administration, Project Management or a related field.

• 3–5 years of experience implementing donor-funded development programmes.

• Experience working with NGOs, UN agencies or international development organizations.

• Experience in Social and Behaviour Change, Child Protection, Public Health, Civil Registration and Vital Statistics (CRVS), Education Governance or Community Development.

• Experience facilitating community training and capacity-building activities.

• Experience in project monitoring, reporting and documentation.

• Experience coordinating district and community stakeholders.

• Strong computer and digital data collection skills.

• Knowledge of birth registration systems and digital platforms such as e-RITA.

• Knowledge of child protection, safeguarding, PSEA and AAP.

• Knowledge of Gender Equality, Disability and Social Inclusion (GEDSI).

• Strong stakeholder engagement, training and mentoring abilities.

• Excellent report-writing, analytical and problem-solving skills.

• Ability to manage multiple priorities and work in remote communities.

• Proficiency in Microsoft Word, Excel, PowerPoint, Outlook and digital collaboration/data management platforms.

• Excellent written and spoken English and Swahili.

• Strong teamwork, integrity and professionalism.

• Willingness to travel frequently within project districts.
