FHI 360 is seeking a qualified and experienced People and Culture Manager to oversee country office People and Culture operations while ensuring compliance with local labor laws and organizational policies. The role serves as the primary Human Resources advisor to the country leadership team and supports alignment between people practices and organizational priorities.

Duties and Responsibilities

  • Oversee all country-level People and Culture functions and operational processes.
  • Provide strategic advice on workforce planning and talent management.
  • Manage employee relations, including investigations and resolution of workplace issues.
  • Oversee recruitment, onboarding, and employee retention strategies.
  • Ensure compliance with labor laws, organizational policies, and donor requirements.
  • Develop and streamline reports, systems, and operational processes.
  • Conduct new employee orientation, separation processes, and exit interviews.
  • Prepare and maintain accurate and up-to-date employee records in both hardcopy and electronic formats.
  • Promote positive customer and employee relationships while mentoring team members to ensure satisfaction.
  • Develop and implement HR procedures, communication plans, orientation programs, and training initiatives.
  • Ensure timely response and resolution of employee inquiries and concerns.
  • Identify and solve business problems using knowledge of employment law, organizational behavior, and change management practices.
  • Train staff and management on HR communication and analytical tools.
  • Lead continuous improvement initiatives to improve efficiency and user experience.
  • Investigate and resolve routine employee relations issues.
  • Supervise, coach, and develop People and Culture staff within the country office.

Job Requirements

Knowledge and Experience

  • Comprehensive knowledge of People and Culture management practices and local employment regulations.
  • Strong understanding of workforce planning, talent management, and employee relations.
  • Knowledge of organizational policies, donor compliance requirements, and change management principles.
  • Experience in HR operations, recruitment, performance management, and staff development.

  • Strong strategic thinking and leadership skills.
  • Ability to influence leadership and manage competing priorities effectively.
  • Excellent verbal and written communication skills.
