Job Description

Programme Policy Officer (Partnerships) is an opportunity at the World Food Programme (WFP) for a professional who will support the management and coordination of partnerships with government institutions, UN agencies, NGOs, academia, and other cooperating partners. The position will report to the Deputy Country Director and work closely with programme teams to ensure partnerships are effectively managed and aligned with WFP policies and programme objectives.

The role is particularly focused on the full partnership lifecycle, including partner selection, due diligence, agreement management, monitoring, reporting, compliance, and capacity strengthening. The successful candidate will also provide guidance and training to WFP staff and cooperating partners while helping ensure that partnership activities are implemented efficiently and in accordance with corporate procedures.

Responsibilities include:

  • Build and maintain effective partnerships with NGOs, UN agencies, academic institutions, and government agencies.

  • Support the development and management of FLAs, MoUs, and LoUs in accordance with WFP corporate guidance.

  • Coordinate partner selection processes, including Calls for Proposals through the UN Partners Portal.

  • Provide training and orientation to WFP staff, field offices, and cooperating partners on the UNPP process.

  • Support Cooperating Partners Committee (CPC) and Cooperating Partner Technical Evaluation Committee (CPTEC) meetings.

  • Serve as Secretary to CPC and CPTEC meetings.

  • Ensure technical and financial evaluations of partner proposals comply with WFP procedures.

  • Respond to partner queries concerning selection, awards, performance evaluation, and capacity building.

  • Maintain and update Special Operating Procedures for partnership agreement management.

  • Support Activity Managers in ensuring partners submit quality progress reports and invoices on time.

  • Ensure the Invoice Tracking System (ITS) is properly used for invoice and payment processing.

  • Participate in cooperating partner compliance spot checks with Finance, Supply Chain, and programme teams.

  • Support end-to-end compliance of cooperating partner management processes.

  • Strengthen the capacity of cooperating partners and WFP staff on FLA processes.

  • Support budgeting, proposal development, capacity assessments, performance assessments, and reporting.

  • Prepare partnership information and reports for programme and management briefings.

  • Maintain an up-to-date partnership tracking system and monitor approaching agreement expiry dates.

  • Manage requests for budget revisions, extensions, and amendments to partnership agreements.

  • Perform other duties assigned by management.

Qualifications required include:

  • University degree in Business Administration, Partnership, Project Management, Economics, or another relevant field.

  • Additional professional training in project management, statistical analysis, operational planning, or management is desirable.

  • At least 4–6 years of relevant experience in a similar position involving analysis and presentation of information to different audiences.

  • Proven experience working effectively with partners during project and programme implementation.

  • Strong organizational and planning skills.

  • Ability to work systematically and independently.

  • Good initiative and sound judgement.

  • Ability to communicate complex matters clearly, both verbally and in writing.

  • Ability to work effectively as part of a diverse team.

  • Fluency in English and Swahili at Level C.

  • Knowledge of programme lifecycle and food assistance approaches.

  • Understanding of food, cash, and voucher transfer modalities.

  • Ability to interpret quantitative and qualitative information for programme development.

  • Knowledge of emergency programming and context-specific programme approaches.

  • Ability to support strategic policy engagement with government institutions.

  • Strong partnership management, coordination, analytical, and reporting skills.
