Monitoring, Evaluation, Accountability and Learning Officer

Médecins du Monde (MdM) is looking for a Monitoring, Evaluation, Accountability and Learning (MEAL) Officer to strengthen the quality, accountability, and effectiveness of its programmes in Tanzania. The successful candidate will develop and maintain M&E systems, coordinate data collection and analysis, produce reports, and ensure that programme information is reliable and useful for decision-making and continuous improvement.

The position also includes responsibilities related to the REDCap research database and Monitool indicators. Therefore, candidates with experience in NGO programmes, monitoring and evaluation, data management, or health research can be particularly well suited to this opportunity. Experience with research protocols, Standard Operating Procedures (SOPs), and Good Clinical Practice (GCP) is an added advantage.

Responsibilities

• Develop and maintain project-specific M&E frameworks, logical frameworks, indicators, and data-collection tools.

• Ensure M&E systems comply with MdM standards and donor requirements.

  

• Monitor and analyze programme data to track progress against targets and logical frameworks.

• Develop M&E guidelines to support sustainable monitoring systems.

• Coordinate regular data collection, verification, and analysis.

• Ensure data quality, consistency, and compliance.

• Maintain appropriate reporting tools, formats, and systems.

• Conduct field visits to verify data quality and implement corrective measures.

• Ensure the protection and confidentiality of programme data.

• Prepare timely and accurate M&E reports for internal and external stakeholders.

• Develop and manage a secure central filing system for project information.

• Document lessons learned, success stories, and best practices.

• Train project staff and partners on M&E tools, methodologies, and data-quality assurance.

• Provide technical support to field teams and partners.

• Facilitate learning reviews and reflection sessions to improve programme design and delivery.

• Support feedback mechanisms that promote community engagement and accountability.

• Work closely with programme coordinators, managers, field staff, and external evaluators.

• Liaise with donors and partners on M&E matters.

• Represent MdM at relevant M&E meetings and workshops.

• Monitor data entry in REDCap according to relevant protocols and SOPs.

• Provide data extracts to support analysis.

• Support study sites during data-entry processes.

• Respond to data-entry questions and contribute to capacity building.

• Review data quality and identify and resolve data queries with research teams.

• Follow up on corrective actions related to protocol and data-quality gaps.

• Use REDCap data to populate Monitool indicators.

• Participate in quarterly site-monitoring visits.

• Complete study-monitoring checklists to verify compliance with protocols, SOPs, and GCP requirements.

• Perform other duties assigned by the supervisor or management.

Qualifications and Requirements

• Degree or diploma in Monitoring and Evaluation, Data Management, Public Health, or another relevant field.

• Minimum of 2 years of experience in monitoring and evaluation.

• At least 3 years of experience working on development projects with international NGOs or NGOs.

• Strong communication and interpersonal skills.

• Flexibility and ability to adapt to changing requirements.

• Ability to work with minimal supervision.

• Ability to perform effectively under pressure.

• Strong analytical and problem-solving skills.

• Strong teamwork and motivational abilities.

• Ability to supervise, mentor, and monitor activities.

• High level of accuracy and attention to detail.

• Strong reporting and documentation skills.

• Proficiency in Microsoft Outlook, Word, Excel, and PowerPoint.

• Proficiency in data-management software and databases.

• Experience working with key populations is an added advantage.

• Experience in research data management or health research is an added advantage.

• Experience using REDCap or similar databases is an added advantage.

• Basic knowledge of research protocols, SOPs, and GCP is an added advantage.
