Programme Policy Officer – National Coordinator JPRWEE
World Food Programme (WFP) – Dar es Salaam, Tanzania

The World Food Programme (WFP) is seeking a qualified and experienced Programme Policy Officer – National Coordinator to lead the implementation and coordination of the Joint Programme on Accelerating Progress towards Rural Women’s Economic Empowerment (JP RWEE) in Tanzania. This five-year initiative is implemented jointly by FAO, IFAD, UN Women, and WFP to improve the livelihoods of rural women through enhanced food security, nutrition, income generation, leadership, and gender-responsive policies.

The successful candidate will provide strategic leadership, coordination, and oversight of programme activities while fostering collaboration among participating agencies, government institutions, development partners, and local stakeholders. The role requires strong programme management, stakeholder engagement, monitoring and evaluation, and knowledge management expertise to ensure successful programme implementation and achievement of expected results.

Responsibilities

  • Lead and coordinate all JP RWEE programme management and governance mechanisms.
  • Serve as the primary focal point for participating agencies, government institutions, implementing partners, and other stakeholders.
  • Organize and chair Technical Working Group meetings on a monthly basis.
  • Coordinate National Steering Committee meetings and stakeholder consultations.
  • Facilitate coordination platforms involving agencies, implementing partners, local governments, and other stakeholders.
  • Lead the organization of multi-stakeholder forums, workshops, and programme events.
  • Provide regular updates to senior management, government representatives, and the Global Coordination Unit.
  • Ensure timely programme start-up and implementation according to approved plans.
  • Establish and oversee systems for programme planning, implementation, monitoring, and reporting.
  • Supervise the development and execution of annual work plans and budgets.
  • Monitor programme progress and address implementation challenges in collaboration with stakeholders.
  • Organize joint monitoring and field visits involving agencies and government representatives.
  • Ensure programme expenditures align with approved budgets and work plans.
  • Track programme indicators, milestones, and performance targets and implement corrective actions when necessary.
  • Promote innovation and effective utilization of technical expertise across participating agencies.
  • Oversee implementation of monitoring and evaluation systems and plans.
  • Lead quarterly and annual programme review processes.
  • Ensure effective complaints and feedback mechanisms are established and operational.
  • Supervise baseline studies, evaluations, and impact assessments.
  • Review and consolidate agency reports and prepare donor reports.
  • Lead knowledge management, learning, documentation, and experience-sharing initiatives.
  • Identify and document best practices and lessons learned for wider replication.
  • Support capacity-building initiatives for partners, particularly in gender equality programming.
  • Supervise the JP RWEE MEAL Coordinator and conduct performance evaluations.
  • Coordinate fund management processes and compliance with donor requirements.
  • Develop and implement communication and visibility plans for the programme.
  • Support the production of communication materials and visibility products.
  • Perform any other related duties as assigned.

Qualifications

  • Advanced University Degree in International Development, Gender Studies, Behavioral Economics, Sociology, Agriculture, Rural Development, or another relevant field.
  • Alternatively, a First University Degree combined with additional years of relevant professional experience.
  • Minimum of five years of progressively responsible experience in programme management, coordination, or international development.
  • Proven experience managing multi-stakeholder partnerships and coordination mechanisms.
  • Experience working within inter-agency, donor-funded, or United Nations programmes is highly desirable.
  • Strong knowledge of gender equality, rural development, and women's economic empowerment programming.
  • Demonstrated skills in project planning, budgeting, monitoring, evaluation, and reporting.
  • Excellent stakeholder engagement, facilitation, and communication skills.
  • Strong analytical, organizational, and leadership abilities.
  • Fluency in both English and Kiswahili, written and spoken.
  • Proficiency in Microsoft Office applications and programme management tools.
