Through its projects in Tanzania, the organization supports evidence-based programming, capacity building, and data-driven decision-making to improve livelihoods and strengthen economic systems. As part of the SET Project, Swisscontact is seeking to recruit a qualified professional for the position of Monitoring & Evaluation Officer based in Dar es Salaam.

The Monitoring & Evaluation (M&E) Officer will be responsible for the day-to-day implementation of M&E activities within the SET Project. The role focuses on supporting data collection, analysis, reporting, and learning processes to ensure high-quality evidence is available for decision-making and project improvement.

Duties and Responsibilities

  • Managing the day-to-day implementation of all Monitoring & Evaluation activities within the SET Project.
  • Supporting the design, analysis, and preparation of M&E reports and other project outputs.
  • Assisting in the design and revision of monitoring systems in collaboration with the National M&E Coordinator.
  • Managing data collection processes, supporting analysis, and preparing draft reports.
  • Ensuring timely monitoring of project activities and availability of high-quality data for decision-making and reporting.
  • Maintaining and updating M&E tools, guidelines, project databases, and visualization dashboards.
  • Conducting basic analysis of collected data and information for reporting and learning purposes.
  • Supporting capacity development of project staff and partners on M&E practices, tools usage, and data quality assurance.
  • Collaborating with technical teams to provide relevant information on project progress, achievements, and challenges.
  • Supporting the design and implementation of studies, including evaluations, baselines, endlines, and tracer studies.
  • Preparing inputs for evaluation reports and other study documentation.
  • Preparing project reports and presentations aligned with the project logframe in collaboration with relevant stakeholders.
  • Facilitating knowledge management by documenting best practices, lessons learned, innovative approaches, and challenges.
  • Organizing data review, learning, and reflection workshops with internal teams and project partners.
  • Supporting budgeting and annual planning processes related to M&E activities.
  • Contributing to reporting requirements for the Government and Swiss Development Cooperation (SDC).
  • Integrating gender equality, social inclusion, and climate change considerations into M&E systems.
  • Ensuring compliance with Swisscontact policies, including the Code of Conduct and country guidelines.
  • Performing any other duties as assigned by the M&E Coordinator.

Qualification and Experience

Applicants must possess:

  • A Bachelor’s Degree in Monitoring and Evaluation, Statistics, Economics, Computer Science, Data Science, or a related field from a recognized institution.
  • Initial experience in quantitative and/or qualitative research within Monitoring & Evaluation, preferably in development projects.
  • Practical experience in implementing or supporting M&E systems, including routine monitoring and reporting.
  • Experience in the full data lifecycle, including data collection, cleaning, analysis, and visualization.
  • Experience using digital data collection tools such as KoboToolbox, ODK, or similar platforms.
  • Experience managing databases and developing basic data visualization dashboards.
  • Exposure to research activities such as baseline studies, endline evaluations, or tracer studies.
  • Experience supporting capacity building in M&E practices and data quality management.
  • Basic understanding of Gender Equality and Social Inclusion (GESI) and climate change considerations in development projects.
  • Strong attention to detail and commitment to data quality assurance.
  • Good written and spoken English and Swahili communication skills.
  • Ability to work collaboratively in a multidisciplinary and multicultural environment.
