Job Description

The Country Office Management Accountant plays a key role in ensuring effective financial management, compliance, and stewardship of donor and organizational resources. The position provides financial analysis, budgeting, forecasting, reporting, and business partnering support while strengthening internal controls, managing financial risks, and ensuring compliance with donor requirements, organizational policies, and Government of Tanzania regulations.

Responsibilities

  • Provide high-quality financial management, analysis, and business partnering support across Country Office operations
  • Lead financial monitoring, budgeting, forecasting, and expenditure management processes
  • Monitor cost recovery and ensure efficient utilization of donor and organizational resources
  • Ensure compliance with Plan International policies, donor regulations, and statutory requirements
  • Support financial planning, monitoring, and reporting in collaboration with Programme, Grants, Procurement, People & Culture, and Project Finance teams
  • Provide financial oversight and compliance support to implementing partners
  • Manage financial aspects of multi-donor funded projects, including budgeting, expenditure monitoring, and financial reporting
  • Strengthen internal controls, financial systems, compliance frameworks, and risk management practices
  • Conduct partner financial capacity assessments, monitoring visits, and compliance reviews
  • Support audit preparation and implementation of audit recommendations and corrective action plans
  • Coordinate month-end and year-end financial closing activities
  • Perform balance sheet reconciliations, payroll accounting, intercompany transactions, and statutory compliance processes
  • Prepare financial analysis, budget variance reports, forecasts, management reports, and financial dashboards
  • Maintain effective working relationships with donors, auditors, government authorities, National Offices, and implementing partners
  • Contribute to continuous improvement of financial systems, procedures, controls, and reporting processes
  • Travel regularly to project locations and partner offices to conduct financial monitoring, verification, compliance reviews, and capacity-building activities

Qualifications Required

  • Bachelor’s Degree in Accounting, Finance, or an equivalent qualification
  • Minimum of five years of professional experience, preferably within NGOs and grant-funded programmes
  • Strong experience in grant management and donor compliance
  • Excellent analytical and problem-solving skills
  • Strong communication and stakeholder management skills
  • Proficiency in accounting software and financial management systems
  • Advanced skills in Microsoft Excel and Power BI for financial reporting and analysis
  • Strong leadership and organizational skills
  • Ability to work independently with minimal supervision
  • Experience working in multidisciplinary and multicultural environments
  • Good command of written and spoken English

  • Persuasive with the ability to work effectively across different cultural settings

General Conditions

  • Full-time position based in Dar es Salaam, Tanzania
  • Reports to the Finance Manager – Input & Controls
  • Grade 13 position
  • Regular travel to project sites and partner offices is required
