The ICT Officer Grade II (Project Management) position at Mamlaka ya Serikali Mtandao (eGA), also known as the e-Government Authority, is a professional ICT and project coordination role responsible for supporting the planning, implementation, monitoring, and evaluation of e-Government projects within public institutions. The role focuses on ensuring that government ICT projects comply with established standards, meet business requirements, and support digital transformation initiatives effectively.
This position has 2 vacancies, and the application period runs from 19/05/2026 to 01/06/2026. The role is suitable for candidates with strong project management, business analysis, and ICT system implementation skills who can coordinate between technical teams and institutional stakeholders.
Duties and responsibilities include:
- Analyzing institutional business processes and models in relation to technology solutions
- Following up closely on planning, designing, development, and implementation of enterprise-wide applications
- Reviewing e-Government project concept notes, proposals, system requirement specifications, system design documents, and project implementation progress reports in line with e-Government standards and guidelines
- Acting as a bridge between business groups and technology teams
- Providing technical guidance and support throughout the implementation of e-Government initiatives during the project life cycle
- Conducting evaluation of e-Government projects and preparing periodic reports
- Conducting inspections and investigations of e-Government projects in public institutions
- Providing technical guidance on business process re-engineering, strategic planning, and organizational change initiatives
- Assisting in collection and consolidation of project information and required data
- Monitoring implementation of e-Government initiatives and projects
Qualifications required:
- Minimum of Bachelor’s Degree in Computer Science, Information Technology, Computer Engineering, Software Engineering, or equivalent qualification from a recognized institution
- Strong skills in project management
- Ability to capture, translate, and communicate software business requirements to project stakeholders
- Understanding of software engineering concepts, modelling techniques, and methods
- Knowledge in quality assurance for ICT products and services
- ICT and project management certifications such as PRINCE2, PMP, TOGAF, COBIT5, CISA, or SCRUM Master will be an added advantage
