Cluster Finance & Administration Officer at World Vision Tanzania

World Vision Tanzania is inviting applications from qualified professionals for the position of Cluster Finance & Administration Officer based in Dodoma. This full-time role supports cluster operations by providing financial management, administrative coordination, vendor contract oversight, project reporting, and funding management while ensuring compliance with World Vision financial policies and internal controls.

The successful candidate will play a key role in processing financial transactions, preparing donor and project financial reports, coordinating supplier and contract management, supporting cash flow planning, and strengthening finance and administrative practices across the cluster.

Responsibilities

  • Understand cluster business requirements and apply them in daily operations.

  • Process all cluster disbursements within approved budgets and control systems.

  • Perform weekly posting of financial data into Sun Systems.

  • Allocate accounts for balance sheet items, including payables, receivables, partner accounts, and staff advances.

  • Prepare Project Financial Forecast Reports (FFRs) with complete supporting documentation.

  • Ensure signed donor and project financial reports are properly filed.

  • Coordinate vendor performance evaluation exercises.

  • Facilitate the preparation and management of contracts for goods and services.

  • Monitor supplier performance against agreed specifications, timelines, costs, and quality standards.

  • Ensure timely renewal or termination of contracts in accordance with World Vision policies.

  • Coordinate and consolidate project funding requests for ADPs, PNS, and grants.

  • Support cash flow planning and maintain acceptable low-cash targets.

  • Serve as the primary contact for supplier inquiries related to invoices and purchase orders.

  • Act as the focal point for accounts payable issues, payment follow-ups, and reporting.

  • Support office assessments, onboarding of new staff, and coordination with Area Programmes within the cluster.

  • Participate in capacity building for new staff on finance and administrative practices.

  • Perform other duties as assigned.

Qualifications Required

  • Bachelor’s degree in Accountancy or a related field.

  • 2–3 years of relevant professional experience.

  • ACCA or CPA qualification is preferred.

  • Demonstrated supervisory ability.

  • Strong planning and organizational skills.

  • Tact and diplomacy when dealing with staff and workplace matters.

  • Ability to maintain effective working relationships with staff at all levels.

  • Excellent computer skills in Microsoft Excel, Word, and Sun Systems.

  • Willingness to work and travel in rural areas and be based at the Cluster Office.

  • Must be a committed Christian and able to work across denominational diversity.

  • Relevant professional and experience certificates.

  • Excellent written and spoken communication skills in English and Swahili.
