Job Description

Doris Mollel Foundation (DMF) is seeking an experienced Procurement Officer or Procurement Manager to oversee sourcing, tendering, contract management, and supplier performance across its programs. The opportunity is suitable for procurement professionals who can manage procurement activities while ensuring transparency, compliance, competitiveness, and value for money.

The successful candidate will take responsibility for procurement processes from sourcing through contract execution and supplier performance. Experience working with donor-funded programs, government institutions, NGOs, or organizations supported by multiple financiers will be an added advantage.

About the Role

The Procurement Officer will manage procurement activities across DMF programs and ensure that purchasing processes comply with applicable procurement requirements. The role requires strong knowledge of sourcing, tender management, contract administration, supplier management, and donor or institutional procurement rules.

The position is particularly suited to professionals with more than four years of experience and demonstrated leadership in procurement and supply chain functions.

Responsibilities

  • Manage sourcing and procurement activities across programs.

  • Develop and manage procurement processes in line with applicable requirements.

  • Coordinate and manage tendering processes.

  • Evaluate procurement processes to support transparent and competitive purchasing.

  • Manage supplier contracts and monitor supplier performance.

  • Ensure suppliers meet agreed contractual requirements and standards.

  • Apply donor and institutional procurement rules.

  • Ensure value-for-money principles are applied throughout procurement activities.

  • Support effective procurement planning and implementation.

  • Manage procurement activities for programs and projects.

  • Identify and manage procurement-related risks.

  • Maintain appropriate procurement records and documentation.

  • Support compliance with applicable procurement standards and procedures.

Qualifications and Requirements

Applicants should have:

  • A degree in Procurement and Supply Chain Management, Business Administration, or an equivalent field.

  • Registration with the Procurement and Supplies Professionals and Technicians Board (PSPTB) as a CPSP or equivalent.

  • More than 4 years of relevant work experience.

  • Demonstrated leadership experience in procurement.

  • Experience managing sourcing activities across programs.

  • Experience managing tendering processes.

  • Experience in contract management.

  • Experience monitoring supplier performance.

  • Knowledge of donor and institutional procurement rules.

  • Understanding of value-for-money principles.

  • Experience procuring for an NGO, government institution, or multi-financier organization is an added advantage.
