Seascape Conservation Officer

Action For Ocean is seeking a Seascape Conservation Officer to coordinate the implementation of its conservation programmes across the Mtwara Seascape. This is a field-oriented position combining marine and coastal conservation, fisheries management, community development, stakeholder coordination, monitoring, reporting, and programme administration.

The successful candidate will work closely with coastal communities, government authorities, fisheries institutions, implementation partners, technical specialists, and AFO teams. The role is particularly suitable for a professional with practical experience in marine conservation, fisheries co-management, coastal livelihoods, or related field programmes and who is comfortable working in remote coastal environments.

Responsibilities

• Coordinate day-to-day conservation programme implementation across the Mtwara Seascape.

• Support marine and coastal ecosystem conservation and restoration activities.

  

• Support blue carbon and blue finance initiatives.

• Coordinate fisheries co-management activities with BMUs, VLCs, CFMAs, government authorities, and implementation partners.

• Support community engagement, conservation awareness, and sustainable livelihood programmes.

• Coordinate logistics and operations for remote field activities.

• Coordinate AFO teams and implementation partners.

• Engage communities, government authorities, and other relevant stakeholders.

• Represent AFO in local coordination meetings and stakeholder forums.

• Monitor and document programme progress against established goals.

• Support monitoring, reporting, learning, and donor documentation.

• Prepare narrative reports covering programme activities and progress.

• Maintain implementation trackers, workplans, meeting records, and field reports.

• Support programme budget management and ensure expenditures remain within approved limits.

• Support procurement processes and review consultancy deliverables.

• Coordinate team meetings and internal programme processes.

• Contribute to blue-finance initiatives and partnership development.

• Contribute to proposal preparation and maintain communication with donors.

• Represent AFO at official events when required.

• Oversee field teams and provide guidance during programme implementation.

• Coordinate technical specialists, community institutions, government authorities, and potential financing partners.

Qualifications and Requirements

• Bachelor’s degree in Marine Science, Fisheries, Coastal Resource Management, Environmental Science, Natural Resource Management, Community Development, Conservation Biology, Geography, Project Management, or a related field.

• At least 3 years of relevant experience in programme coordination, marine conservation, fisheries management, coastal resource management, community development, coastal livelihoods, or related field implementation.

• Knowledge or experience in marine and coastal ecosystems, fisheries management, and community-based fisheries co-management.

• Knowledge of ecosystem-based management, fisheries governance, compliance systems, and sustainable use of coastal and marine resources.

• Knowledge or experience in community livelihoods and enterprise development.

• Knowledge or experience in blue finance, carbon markets, climate finance, or conservation finance is an advantage.

• Familiarity with KoboToolbox, GPS, GIS software, Microsoft Office, and MIS platforms.

• Ability to prepare workplans, field reports, meeting records, activity budgets, implementation trackers, and donor/programme reports.

• Ability to work independently and with limited supervision.

• Strong coordination and stakeholder management skills.

• Ability to work effectively with communities and government institutions.

• Strong written and verbal communication skills.

• Innovative, adaptable, proactive, and business-minded approach to problem-solving.

• Ability to manage multiple activities, teams, locations, schedules, and stakeholders.

• Fluency in both Kiswahili and English.

• Valid driving licence and demonstrated driving ability.
