HSE Coordinator – Network & Projects at TotalEnergies

TotalEnergies is seeking a qualified HSE Coordinator to join its Network and Projects team in Dar es Salaam. The role is responsible for strengthening the safety culture among employees and contractors while ensuring that network operations and projects comply with applicable HSE requirements and company standards.

The successful candidate will coordinate contractor HSE programs, monitor high-risk activities, conduct inspections and training, support incident investigations, and promote regulatory compliance. The position also involves environmental and sustainability activities across network operations and projects.

Responsibilities include:

• Follow up on the ICC program and ensure contractors comply with ICC requirements.
• Conduct HSE prequalification of contractors before they are included on the approved contractor list.
• Arrange and coordinate ICC audits, ensure audit quality, and follow up on closure of audit recommendations.
• Build HSE capabilities among new contractors through appropriate onboarding programs.
• Ensure active contractors fully implement the Zero Fatal Accident program.
• Closely monitor high-risk works through contractor inspections and conformance reviews.
• Organize contractor meetings, training sessions, experience-sharing activities, and annual conventions.
• Coordinate the IZI Safety and ERIS applications and ensure they are used effectively.
• Ensure contractors working on company sites complete training on TotalEnergies HSE requirements, particularly worksite safety training.
• Monitor contractor compliance with IZI Safety requirements.
• Guide network teams and contractors in implementing HSSE requirements at their sites.
• Review risk assessments, permit-to-work systems, and prevention plans before and during work activities.
• Follow up on implementation of the Invariants program for the Network team.
• Conduct HSE inspections and toolbox talks.
• Issue violation notices and recommend appropriate rewards where applicable.
• Participate in incident investigation, analysis, and reporting.
• Follow up on corrective and preventive actions resulting from incidents and investigations.
• Participate in tender evaluations and conduct HSE evaluations of tenders.
• Conduct periodic HSE inspections across network operations and projects.
• Execute emergency response procedures and conduct emergency drills with service stations.
• Ensure regulatory compliance for network operations and projects, including Fire, OSHA, NEMC, and other applicable requirements.
• Coordinate overall HSE inspection and audit activities.
• Prepare action plans and follow up on implementation of required actions.
• Conduct end-of-project HSE evaluations to assess and track contractor HSE performance.
• Participate in HSE and transport safety tours, including visits to network sites.
• Promote sustainability across network operations through EIA activities, waste recycling, and implementation of sustainability initiatives.
• Implement SRM+, SOCRAT, and sustainable projects to support harmonized operations and community relations.
• Compile and monitor environmental data.
• Complete annual HARPE reporting.
• Perform other duties assigned by the HSEQ Manager.

Qualifications required:

• Degree from a recognized higher learning institution.
• Engineering, related technical, or science background.
• HSE qualification is an added advantage.
• Minimum of 3 years of experience in HSE functions.
• Good command of English, both written and spoken.
• Effective communication skills.
• Computer literacy, particularly Microsoft Word, PowerPoint, and Excel.
• Ability to work independently.
• Ability to deliver results with minimum supervision.
• Ability to work effectively under high pressure.
