Program Manager – IT & Digital Transformation Projects at CRDB Bank is a one-year contract position based at the Tanzania Head Office within the Project Management Office (PMO) Unit. Reporting to the Portfolio Manager – IT and Digital Transformation, the role is responsible for providing strategic oversight, governance, and coordination of multiple ICT and Digital Transformation projects to ensure successful implementation of the bank’s strategic initiatives.

The role focuses on managing project portfolios, overseeing Project Managers and cross-functional teams, ensuring governance compliance, driving benefits realization, and optimizing project resources across enterprise-wide technology initiatives. The successful candidate will play a key leadership role in ensuring projects are delivered within approved timelines, scope, budget, quality standards, and governance frameworks.

Key responsibilities include:

  • Overseeing and coordinating multiple ICT and Digital Transformation projects within the assigned portfolio
  • Ensuring projects align with the bank’s strategic objectives and priorities
  • Providing strategic direction, governance, and support to Project Managers and project teams
  • Monitoring overall program performance including timelines, budgets, risks, scope, quality, and benefits realization
  • Establishing governance frameworks, methodologies, standards, and reporting mechanisms
  • Reviewing and consolidating project plans, risk registers, issue logs, and implementation updates
  • Managing project interdependencies and escalating critical risks and bottlenecks
  • Ensuring compliance with bank policies, security standards, architecture requirements, and regulatory guidelines
  • Coordinating stakeholder engagement with Executive Management, Steering Committees, vendors, consultants, and business units
  • Managing budget planning, vendor management, utilization tracking, and cost optimization
  • Supporting change management, system integration, testing, implementation, and transition to operational support teams
  • Facilitating governance meetings and tracking closure of audit findings and action items
  • Driving continuous improvement in program and project delivery standards
  • Mentoring and coaching Project Managers and project teams
  • Preparing consolidated reports covering milestones, progress, risks, budget performance, and benefits realization for Executive Management

Requirements include:

  • Bachelor’s degree in Software Engineering, Computer Science, Information Technology, Business Information Systems, or related field
  • Minimum of 5 years’ experience managing ICT projects or programs
  • Proven experience overseeing multiple complex projects simultaneously
  • Professional certifications such as PMP, PRINCE2, MSP, PgMP, Agile, or Scrum are added advantages
  • Experience in Digital Transformation, Banking Systems, Systems Integration, or enterprise technology initiatives within financial services is an added advantage
  • Strong knowledge of project and program management principles
  • Understanding of governance, risk management, and benefits realization frameworks
  • Knowledge of ICT systems, software development lifecycle, and systems integration
  • Understanding of banking operations and regulatory environments
  • Strong financial and budget management capability
  • Experience in change management, vendor management, and contract management
  • Strong strategy execution and portfolio management skills
  • Leadership, stakeholder management, negotiation, and communication skills
  • Expertise in operational, financial, and risk management related to systems implementation
