NATIONAL DIGITAL SBC & RCCE SYSTEMS ARCHITECT – YOUTH ENGAGEMENT & GOVERNMENT INTEGRATION CONSULTANT

UNICEF Tanzania is recruiting a National Digital SBC & RCCE Systems Architect – Youth Engagement & Government Integration Consultant based in Dar es Salaam. The consultancy focuses on providing technical leadership and systems support for the design, integration, and operationalization of a nationally coordinated digital Social and Behavior Change (SBC) and Risk Communication and Community Engagement (RCCE) ecosystem aligned with government priorities and youth engagement strategies.

The consultant will work closely with government institutions, particularly the Ministry responsible for Youth, UNICEF teams, and development partners to strengthen digital engagement systems, social listening platforms, emergency communication mechanisms, and youth-centered digital participation frameworks. The role combines digital systems architecture, behavior change communication, public sector integration, and stakeholder coordination responsibilities.

Responsibilities include:

  • Supporting the design and implementation of a nationally integrated digital SBC/RCCE ecosystem aligned with government priorities.
  • Developing systems frameworks and integration models positioning the Ministry responsible for Youth as a central coordination and engagement hub.
  • Supporting interoperability and expansion of digital systems across ministries and sectors.
  • Establishing governance structures, standard operating procedures, and coordination mechanisms involving government, UNICEF, and partners.
  • Supporting adaptation and contextualization of digital engagement and social listening tools for Tanzania.
  • Ensuring digital platforms are accessible and operational within government structures.
  • Establishing feedback mechanisms connecting youth systems with broader national sector programmes.
  • Supporting rollout, institutionalization, and sustained use of digital platforms across ministries.
  • Facilitating capacity building and technical support for government institutions and implementation partners.
  • Supporting management and alignment of the U-Report ecosystem in Mainland Tanzania and Zanzibar with youth engagement priorities.
  • Guiding implementation and adaptation of social listening and feedback tools.
  • Supporting integration of Internet of Good Things and related platforms into unified digital engagement systems.
  • Ensuring platforms operate as two-way engagement and feedback channels.
  • Supporting digital SBC campaigns and youth engagement initiatives including Kijana Imara.
  • Collaborating with child protection teams on integration of birth registration campaigns into digital systems.
  • Supporting digital RCCE approaches for emergency preparedness and public health response.
  • Assisting in development of dashboards integrating online and offline feedback mechanisms.
  • Supporting use of ODK and related technologies for data and feedback collection.
  • Coordinating with frontline workers, volunteers, and partner organizations including the Red Cross.
  • Supporting implementation of priority SBC initiatives and social marketing campaigns.
  • Ensuring campaigns align with broader digital engagement systems rather than standalone approaches.
  • Guiding content development, audience targeting, and communication channel strategies.
  • Establishing monitoring and evaluation frameworks for digital engagement systems.
  • Supporting quality assurance for dashboards, reports, insights, and learning systems.
  • Documenting best practices, lessons learned, and system improvement recommendations.
  • Supporting proposal development, strategic planning, and partner engagement activities.

Qualifications Required:

  • Demonstrated expertise in designing and operationalizing integrated digital SBC/RCCE ecosystems.
  • Experience developing systems architectures, implementation roadmaps, platform integration models, and monitoring frameworks.
  • Strong experience translating strategic concepts into scalable operational systems.
  • Experience integrating platforms such as U-Report, Internet of Good Things, or similar digital engagement systems.
  • Strong understanding of two-way communication and social listening mechanisms.
  • Experience in adaptive feedback systems and community engagement platforms.
  • Proven experience in government engagement and multi-sector coordination.
  • Experience institutionalizing digital systems within national structures.
  • Strong analytical, documentation, and technical writing skills.
  • Ability to develop frameworks, SOPs, technical guidance materials, and monitoring systems.
  • Experience supporting behavioural objective setting, audience segmentation, and results-based monitoring frameworks.
  • Knowledge of youth engagement systems and government-led digital platforms is desirable.
  • Familiarity with UNICEF digital ecosystems and emergency RCCE systems is an advantage.
  • Experience in knowledge management, learning systems, and digital engagement in low-resource settings is desirable.
