Job Description

The Sessional Project Officer – HMR Project will support the implementation of Harm Mitigation Response (HMR) project activities across assigned regions. The role is responsible for coordinating project implementation, strengthening community engagement, monitoring project performance, supporting integrated SRH and HIV prevention services, and ensuring compliance with organizational, donor, and national standards.

Responsibilities

  • Coordinate and implement project activities in accordance with the approved work plan and budget
  • Ensure timely delivery of harm mitigation interventions, outreach services, and community-based programmes
  • Support the integration of Sexual and Reproductive Health (SRH), HIV prevention, and other relevant health services into project activities
  • Develop detailed implementation plans and activity schedules
  • Coordinate project activities with local government authorities, health facilities, and community stakeholders
  • Work closely with outreach teams, including nurses, drivers, and peer educators, to ensure effective service delivery
  • Monitor project performance against established targets and indicators
  • Collect, verify, and analyse project data to support evidence-based decision-making
  • Prepare and submit timely narrative and quantitative reports to the Program Manager
  • Maintain accurate documentation of project activities, success stories, lessons learned, and best practices
  • Support community mobilization, awareness campaigns, and advocacy activities
  • Engage community leaders and key populations to promote access to health services
  • Address stigma, discrimination, and other barriers affecting service utilization
  • Ensure compliance with organizational policies, donor requirements, and national health guidelines
  • Support continuous quality improvement initiatives to strengthen project implementation and service delivery
  • Ensure safeguarding principles, ethical standards, confidentiality, and professional conduct are maintained at all times
  • Perform any other duties assigned by the Project Lead in line with project objectives

Qualifications Required

  • Bachelor’s Degree in Public Health, Social Sciences, Project Management, or a related field
  • Minimum of three years of experience in project implementation, preferably within health-related programmes
  • Experience in Sexual and Reproductive Health (SRH) or community health programmes is highly desirable
  • Good understanding of community-based approaches and working with vulnerable populations
  • Experience in monitoring and evaluation (M&E), data collection, analysis, and report writing
  • Strong organizational, coordination, and project management skills
  • Excellent communication and interpersonal skills
  • Ability to work independently and effectively manage multiple tasks simultaneously
  • High level of integrity, professionalism, and cultural sensitivity
  • Ability to work collaboratively with government authorities, health facilities, and community stakeholders
