Position Purpose
The role is responsible for managing and implementing Transnet’s Supplier Development Strategy within the Division. This includes driving localisation, transformation, and enterprise growth in line with the objectives of the New Growth Path.
The position focuses on initiatives such as the Competitive Supplier Development Programme (CSDP), Broad-Based Black Economic Empowerment (BBBEE), Enterprise Development, Preferential Procurement, and Focused Supplier Development (FSD).
The incumbent will ensure divisional compliance with supplier development policies and procedures when procuring goods and services, while also managing transaction-specific supplier development events in collaboration with Group-level Supplier Development teams.
Key Responsibilities
Supplier Development Strategy Implementation
- Manage implementation of supplier development processes, policies, and procedures within the Division.
- Identify enterprise development opportunities to support both internal business units and external suppliers.
- Develop and manage divisional supplier development targets aligned to Transnet-wide strategy.
- Establish and monitor Preferential Procurement targets.
- Coordinate supplier development strategies across Supply Chain functions.
- Contribute to enterprise-wide supplier development initiatives.
Supplier Development Management
- Support sourcing teams in embedding supplier development practices.
- Assist in preparation of evaluation criteria and RFQ documentation for high-value tenders.
- Participate in contract negotiations to drive supplier development targets.
- Develop commodity-specific supplier development initiatives.
- Manage relationships with national, multinational, and emerging suppliers.
- Facilitate incubation and enterprise development programmes.
- Provide guidance on joint ventures between established suppliers and SMMEs.
- Implement supplier performance monitoring measures.
- Ensure supplier registration compliance.
- Provide training to procurement personnel on BBBEE regulations.
Monitoring and Reporting
- Manage supplier development reporting templates and timelines.
- Consolidate and report on BBBEE spend within the Division.
- Analyse supplier development performance metrics.
- Track divisional achievement against SD targets on a monthly, quarterly, and annual basis.
- Facilitate auditing processes related to supplier development initiatives.
- Document and communicate supplier development success cases.
Stakeholder Relationship Management
- Represent the Division in the Supplier Development Centre of Excellence.
- Coordinate Employment Equity, Skills Development, and Social Development reporting.
- Maintain engagement with industry bodies and government forums.
- Participate in platforms such as the State-Owned Enterprise Procurement Forum (SOEPF).
- Facilitate partnerships with emerging enterprises and SMMEs.
- Provide mentorship and support to developing entrepreneurs.
Functional Management
- Contribute to management activities aligned with the integrated Supply Chain Management (iSCM) Strategy.
- Conduct awareness programmes on Preferential Procurement and Enterprise Development.
- Secure executive and operational support for supplier development initiatives.
- Implement team capacity-building and succession planning strategies.
Qualifications and Experience
Applicants must possess:
- A Bachelor’s Degree in Commerce or Supply Chain Management
- A postgraduate business qualification will be an added advantage
- Minimum of 8 years’ relevant management experience in Supply Chain Management
