Programme Officer (Displacement Tracking Matrix – DTM)

Organization: International Organization for Migration (IOM)
Location: Dar es Salaam

The International Organization for Migration (IOM) is seeking a Programme Officer for the Displacement Tracking Matrix (DTM) to support the implementation of displacement and mobility tracking systems in Tanzania. The role focuses on coordinating data collection, analysis, reporting, stakeholder engagement, and information management to support evidence-based decision-making in areas affected by disaster displacement and climate-induced mobility.

Duties and Responsibilities

  • Coordinate and monitor implementation of DTM activities under the RE2CLID project, ensuring alignment with displacement, mobility, and preparedness objectives.
  • Support the full information management (IM) cycle including methodology design, tool adaptation, data collection, analysis, reporting, and dissemination.
  • Ensure all data processes comply with IOM data protection and responsible data management standards.
  • Liaise with government counterparts, UN agencies, NGOs, research institutions, and other stakeholders on displacement data and information management.
  • Support DTM field operations including planning, recruitment, training of enumerators, deployments, and partner coordination.
  • Ensure quality, consistency, and integrity of DTM data through validation, review, and feedback mechanisms.
  • Support production and dissemination of analytical outputs in line with DTM standards and reporting requirements.
  • Monitor contextual developments and adapt data systems to emerging information needs.
  • Support capacity-building activities for staff, government officials, and partners on DTM tools, methodologies, and analysis.
  • Promote institutionalization of DTM systems within national structures to strengthen evidence-based planning and response.
  • Support deployment of technical support teams and participate in field missions as required.
  • Perform any other related duties assigned.

Job Requirements

Education

  • Master’s degree in Development Studies, Disaster Risk Management, Statistics, International Relations, Political Science, or related field with 2 years’ experience; OR
  • Bachelor’s degree in relevant field with 4 years’ experience.

Experience

  • Experience in information management, data collection systems, and applied research in humanitarian or development contexts.
  • Experience in statistical analysis, report writing, and data visualization.
  • Experience working in migration, displacement, or disaster risk management programmes.
  • Experience in East Africa context, particularly Tanzania, is an advantage.
  • Prior experience with DTM or similar systems is a strong advantage.

Technical Skills

  • Strong proficiency in Microsoft Office, especially Excel.
  • Experience with Kobo/ODK, Power BI, GIS tools (ArcGIS/QGIS), or similar platforms.
  • Knowledge of data analysis, visualization, and mapping tools.
  • Experience translating operational needs into technical data solutions.
  • Knowledge of graphic design tools (Adobe suite) is an added advantage.

Languages

  • Fluency in English (oral and written) required.
  • Kiswahili or other UN languages is an advantage.
