Who Can Apply

Qualified candidates should have:
- Bachelor’s or Master’s degree in Business Administration, Public Policy, Economics, Management, Rural Development, or a related field.
- At least 10 years of professional experience in building or managing delivery systems such as Agricultural Transformation Offices, Presidential Delivery Units, or similar mechanisms.
- Proven experience managing complex multi-stakeholder programs with measurable outcomes.
- Strong understanding of Tanzania’s agricultural and food system landscape.
- Experience in institutional capacity building within government institutions.
Additionally, candidates should demonstrate strong leadership, strategic thinking, and the ability to manage partnerships across government, private sector, and development organizations.
Key Responsibilities
The Specialist – Implementation and Delivery will play a critical role in strengthening the operational effectiveness of the Agricultural Transformation Office. Key duties include:
- Establishing coordination and accountability frameworks for the Agricultural Master Plan flagship programs.
- Designing and implementing performance management and problem-solving frameworks.
- Developing delivery processes, tools, templates, and governance structures for the ATO.
- Supporting data collection, analysis, and evidence-based decision-making processes.
- Building partnerships with government agencies, donors, and private sector actors to accelerate implementation.
- Supervising and coaching delivery officers and analysts within the ATO.
- Supporting the preparation of the ATO’s strategic plans, budgets, and results frameworks.
- Facilitating collaboration across sector working groups and donor platforms.
- Promoting a strong culture of accountability, performance tracking, and delivery discipline across implementing institutions.
