Position Overview
Job Title: Monitoring and Evaluation Officer
Job Type: Full-time
Contract Duration: Fixed-term contract of two (2) years
The remuneration package will be determined, negotiated, and offered in line with TPP’s policies and budgetary provisions. Compensation will be commensurate with the candidate’s qualifications, experience, and competencies.
Renewal of the contract will be subject to satisfactory annual performance appraisal.
Job Description
The Monitoring and Evaluation (M&E) Officer will lead the design, operationalisation, and day-to-day implementation of robust Monitoring, Evaluation, Reporting, and Learning (MERL) systems across TPP’s programme portfolio.
The role aligns with Results-Based Management (RBM) principles and ensures that programme implementation is data-driven, accountable, and continuously improving.
Minimum Qualifications
- Master’s degree in Statistics, Monitoring and Evaluation, Social Sciences, Development Studies, Natural Resources Management, Economics, Public Policy, or a related field
Key Responsibilities
1. Monitoring and Evaluation Systems
- Lead development and implementation of M&E frameworks, plans, data collection tools, and performance indicators aligned with organisational strategy and donor requirements
- Establish and maintain reliable data collection, management, and reporting systems
- Implement data quality assurance (DQA) processes and routine validation checks
- Support integration of digital data collection tools such as KoboToolbox and ODK to enhance efficiency and accuracy
2. Data Collection, Analysis, and Reporting
- Coordinate systematic collection of qualitative and quantitative data across programme sites, including field visits to rural communities
- Ensure compliance with data standards, documentation protocols, and reporting timelines
- Conduct data cleaning, statistical analysis, interpretation, and visualisation to inform adaptive management
- Prepare weekly, monthly, quarterly, and annual M&E reports, dashboards, and summaries for internal management and donors
- Document success stories, lessons learned, and key programme insights
3. Capacity Building and Technical Support
- Train programme staff, partners, and community representatives on M&E methodologies and performance tracking
- Provide ongoing mentorship and technical support to field teams and implementing partners
4. Evaluation and Organisational Learning
- Support baseline, midline, and endline evaluations, assessments, and outcome studies
- Facilitate reflection sessions, learning events, and technical review meetings
- Ensure lessons learned are documented and integrated into programme planning and strategy
5. Stakeholder Engagement
- Engage beneficiaries, community leaders, and local government officials to strengthen accountability and feedback mechanisms
- Collaborate with donors and external evaluators on reporting requirements and evaluation terms of reference
- Perform other duties as assigned by the TPP In-country Coordinator
Work Experience
- 4 to 8 years of professional experience in Monitoring and Evaluation
- Experience within rural development, education, WASH, health, or community-based programmes is preferred
- Proven experience in designing and implementing M&E systems, developing performance indicators, and managing data collection tools
