Human Resource Manager at ATA Liaison Limited

ATA Liaison Limited is inviting applications from experienced and motivated professionals for the position of Human Resource Manager based in Dar es Salaam. This full-time opportunity is ideal for an HR leader who can develop strategic people initiatives while ensuring effective day-to-day human resource operations across the organization.

The successful candidate will play a key role in talent acquisition, employee relations, performance management, payroll coordination, compliance with Tanzanian labour laws, and building a positive workplace culture that supports business growth and employee engagement.

Responsibilities

• Develop and implement HR strategies, policies, and procedures aligned with business objectives.

• Manage the full recruitment cycle, including job advertising, interviews, hiring, onboarding, and orientation.

  

• Ensure compliance with Tanzanian labour laws and statutory requirements, including NSSF, WCF, and NHIF.

• Liaise with legal advisors and labour authorities on employment matters when required.

  

• Design and oversee performance appraisal systems, KPI frameworks, and employee development plans.

• Manage employee relations, workplace conflict resolution, and disciplinary processes.

  

• Coordinate payroll, statutory deductions, employee benefits, and leave administration with the finance department.

• Identify skills gaps and implement training and development programmes.

  

• Maintain accurate and confidential employee records and HR databases.

• Prepare workforce reports and provide HR insights to executive management.

Qualifications

• Bachelor’s degree in Human Resource Management or a related field.

• Minimum of 5 years of progressive HR experience.

• At least 2–3 years in a managerial or senior supervisory HR role.

• Strong knowledge of Tanzanian Employment and Labour Relations Act (ELRA) and statutory regulations.

• Proficiency in HRIS, payroll systems, and Microsoft Office (Excel, Word, and PowerPoint).

• Excellent leadership, communication, negotiation, and conflict-resolution skills.

• High level of integrity and ability to maintain confidentiality.

• A Master’s degree or professional HR certification is an added advantage.
