Supervisory Information Management Specialist is a senior IT leadership opportunity with the U.S. Mission in Tanzania, based at CDC-Tanzania in Dar es Salaam. The successful candidate will provide strategic and operational leadership for information technology services, infrastructure, cybersecurity, and information systems while advising CDC management on technology investments, solutions, and IT priorities.
The position also involves supervising IT personnel, managing networks and servers, overseeing cybersecurity controls, coordinating technology projects, managing vendors and ICT resources, and ensuring compliance with U.S. Government, Department of Health and Human Services, and CDC information-management policies. The role serves as an important IT link between CDC-Tanzania, CDC Headquarters, and regional IT advisers.
Responsibilities include:

Lead strategic planning for CDC-Tanzania information and communication technology systems.

Advise senior management on IT hardware, software, financial, and human-resource requirements.

Develop and maintain IT strategic plans and systems architecture.
-
Establish standards for data exchange, communications software, and network interconnection.
-
Support technology pilot projects and ICT innovation initiatives.
-
Ensure compliance with applicable U.S. Government, HHS, and CDC information-management policies.

Develop and monitor hardware and software standards.
-
Supervise CDC-Tanzania IT operations staff.
-
Develop IT standard operating procedures and evaluate staff performance.
-
Prepare IT budgets, operating plans, and performance reports.
-
Manage ICT equipment inventories, software applications, and licences.
-
Conduct application risk assessments and ensure systems meet security requirements.
-
Manage cybersecurity controls and protect systems against malware and other threats.
-
Coordinate IT training and staff capacity development.
-
Manage relationships with vendors, service providers, regulators, and consultants.
-
Support procurement of ICT equipment and services.
-
Provide technical oversight of server administration and configuration.
-
Administer LAN and WAN environments.
-
Manage network security, access controls, and firewalls.
-
Manage network backups and software upgrades.
-
Monitor network performance and troubleshoot technical faults.
-
Manage Voice over IP and digital video conferencing services.
-
Manage remote access, internet, and intranet services.
-
Oversee hardware and software installations and upgrades.
-
Manage network infrastructure and connectivity.
-
Manage user rights, file-management services, access controls, and server logs.
-
Manage data-security and information-security controls.
-
Manage security cameras and building-access systems.
-
Provide technical support to CDC programmes and implementing partners.
-
Provide advanced management of the LAN supporting approximately 85 users.

Assign work and provide direction to IT staff.
-
Monitor employee performance and conduct appraisals.
-
Develop and review IT position descriptions.
-
Participate in recruitment and selection of IT personnel.
-
Recommend staffing, training, and personnel actions.
-
Manage IT support services across CDC-Tanzania.
-
Lead ICT and information-systems projects.
-
Manage project priorities, costs, schedules, risks, quality, and resources.
-
Develop and enforce policies designed to protect networks and data.
-
Support ICT lifecycle management and strategic technology planning.
-
Provide advanced IT training to CDC staff and implementing partners.
-
Promote interoperability and the adoption of appropriate technology standards.
Qualifications required include:
-
Master’s degree in Computer Science, Computer Engineering, Information Systems Management, Information Systems, Business Administration with a relevant bachelor’s degree, or a related field.

At least one professional certification such as ITIL Foundation or CCNA.

Minimum of 6 years of progressively responsible experience in computer information systems.
-
At least 3 years of experience managing Microsoft Windows servers and workstations and administering LAN/WAN environments.
-
At least 2 years of supervisory experience.

Fluent English, Level 4, in speaking, reading, and writing.
-
Fluent Swahili, Level 4, in speaking, reading, and writing.
-
Advanced knowledge of IT administration and software.
-
Knowledge of Microsoft Windows Server, Microsoft Exchange, and Windows network configuration.
-
Knowledge of network security and Microsoft Office.
-
Knowledge of current Microsoft Windows operating systems, servers, and personal computers.
-
Knowledge of network, wireless, printer, and audiovisual equipment.
-
Ability to independently diagnose and resolve complex hardware, software, server, network, connectivity, bandwidth, VoIP, and computer-equipment problems.

Strong analytical and problem-solving skills.
-
Ability to develop practical solutions to technically complex IT problems.
