Doris Mollel Foundation (DMF) is seeking registered environmental experts and qualified environmental or EIA firms to conduct Environmental Impact Assessments and Environmental and Social Impact Assessments for its projects in Dar es Salaam. This contract opportunity is suitable for professionals with experience in environmental assessment, mitigation planning, stakeholder engagement, and environmental compliance.
The successful applicant will support projects throughout their lifecycle, from impact identification and stakeholder consultation to preparation and monitoring of Environmental and Social Management Plans and compliance reporting. Experience with institutional or healthcare construction projects will be an advantage.
About the Role
The EIA/ESIA Expert will assess the potential environmental and social impacts of projects and develop appropriate measures to prevent, minimize, or manage those impacts. The role also involves ensuring that projects comply with applicable environmental laws, regulations, and approval requirements.
The successful expert should have practical experience carrying ESIAs through to NEMC certification and monitoring environmental and social safeguards during project implementation.
Responsibilities

Conduct Environmental Impact Assessments (EIAs).

Conduct Environmental and Social Impact Assessments (ESIAs).

Identify potential environmental and social impacts associated with projects.
-
Develop appropriate impact mitigation measures.
-
Prepare Environmental and Social Management Plans (ESMPs).
-
Monitor implementation of ESMPs.
-
Conduct stakeholder consultations.
-
Engage relevant stakeholders throughout the assessment and project lifecycle.

Conduct environmental and social monitoring.
-
Track environmental and social performance during project implementation.
-
Prepare environmental and social compliance reports.
-
Support compliance reporting throughout the project lifecycle.

Ensure environmental requirements are incorporated into project implementation.

Support projects in meeting applicable environmental regulations and standards.

Carry out assessments for institutional or healthcare construction projects where required.
Qualifications and Requirements
Applicants should have:

Registration as an environmental expert or be a registered environmental/EIA firm.

Registration with NEMC or an equivalent professional body.
-
Current registration in good standing.
-
At least 5 years of experience conducting EIA/ESIA studies.
-
At least 5 years of experience preparing and monitoring Environmental and Social Management Plans.

Experience with institutional or healthcare construction projects is an advantage.

A proven track record of carrying ESIAs through to NEMC certification.

Knowledge of Tanzania’s Environmental Management Act.

Knowledge of applicable EIA and Audit Regulations.

Strong skills in impact identification and mitigation.

Experience conducting stakeholder consultations.
-
Experience in environmental and social monitoring.
-
Experience preparing compliance reports throughout the project lifecycle.
-
Familiarity with donor safeguard requirements, including the World Bank Environmental and Social Framework or IFC Performance Standards, is an advantage.
