Médecins Sans Frontières (MSF) is seeking a qualified and experienced Transport & Customs Officer to join its supply chain team in Dar es Salaam. This full-time position plays a vital role in ensuring the efficient clearance and transportation of medical and non-medical supplies that support humanitarian operations across Tanzania.

The successful candidate will coordinate customs clearance, manage domestic and international shipments, liaise with clearing agents and transport providers, and ensure all cargo is delivered safely, legally, and on time in accordance with MSF protocols and humanitarian standards.

Responsibilities

• Coordinate the clearance and transportation of medical and non-medical goods.
• Plan shipments between coordination offices, warehouses, and field projects.
• Manage the reception and forwarding of international freight.
• Handle customs documentation and administrative import procedures.
• Update importation guidelines and cargo tracking records regularly.
• Prepare and submit import documents, including AWBs, Bills of Lading, invoices, permits, and certificates.
• Monitor customs declarations and ensure timely cargo release.
• Obtain transport quotations and support procurement processes.
• Communicate shipment updates with field teams and relevant stakeholders.
• Coordinate truck movements and ensure cargo is transported safely.
• Monitor transport costs, customs lead times, and operational performance indicators.
• Archive transport and customs documentation in both digital and physical formats.
• Identify transportation risks and recommend appropriate mitigation measures.

Qualifications Required

• Secondary education is essential.
• Diploma or Bachelor's degree in Supply Chain Management, Logistics, Customs Administration, International Trade, or a related field is an added advantage.
• At least 2 years of experience in supply chain or logistics.
• Knowledge of Tanzanian customs clearance procedures and medical import regulations.
• Experience using TANESW customs systems is an advantage.
• Knowledge of import permits, IDEC, and humanitarian tax exemption processes.
• Computer literacy in Microsoft Word, Excel, and internet applications.
• Fluency in English and the local working language.
• Strong teamwork, service orientation, flexibility, and stress management skills.
