Local Consultant: In-depth Mapping of Development Partner Support for NPA-VAWC II Implementation – UNFPA

The United Nations Population Fund (UNFPA) is inviting applications for a Local Consultant to conduct an in-depth mapping of Development Partner support for the National Plan of Action to End Violence Against Women and Children (NPA-VAWC II) in Tanzania. The consultancy is based in Dar es Salaam and aims to strengthen coordination, identify funding and geographic gaps, and improve evidence-based planning for future interventions.

The consultant will work closely with government institutions, development partners, and stakeholders to assess ongoing and planned investments across priority thematic areas. The assignment will also produce a comprehensive partner database and analytical report to support coordination, resource allocation, and implementation of NPA-VAWC II.

Responsibilities include:

• Map ongoing and planned interventions and funding for Household Economic Strengthening.
• Map ongoing and planned interventions and funding for Norms and Values.
• Map ongoing and planned interventions and funding for Safe Environments in Public and Digital Spaces.
• Map ongoing and planned interventions and funding for Parenting, Family Support and Relationships.
• Map ongoing and planned interventions and funding for Implementation and Enforcement of Laws.
• Map ongoing and planned interventions and funding for Response and Support Services.
• Map ongoing and planned interventions and funding for Safe Schools and Life Skills.
• Map ongoing and planned interventions and funding for Coordination, Monitoring, and Evaluation.
• Map support to Regional and District Protection Committees in four selected regions.
• Assess capacity-building support for Police Gender Desks, Social Welfare Officers, Healthcare Workers, and the Judiciary.
• Map direct services and community-level prevention programmes supporting survivors and rights holders.
• Capture budget allocations and project timelines to identify funding gaps and sustainability risks.
• Prepare and submit an Inception Report with methodology, work plan, and data collection tools.
• Develop a Draft Mapping Report with partner matrices and thematic findings.
• Facilitate a Validation Workshop to present findings to Development Partner Group members.
• Submit a Final Mapping Report together with a searchable Partner Matrix in Excel or Power BI.

Qualifications Required:

• Advanced degree in Gender Studies, Development Economics, Social Sciences, Statistics, or a related field.
• Minimum of five years of professional experience in the gender sector in Tanzania.
• Proven experience in donor coordination or development partner landscape mapping.
• Strong knowledge of gender equality, women’s empowerment, community development, and social welfare.
• In-depth understanding of national and sub-national gender equality and protection coordination systems.
• Previous experience working with government institutions.
• Good understanding of gender-transformative, multi-sectoral, and multi-level approaches to ending violence against women and children.
• Strong data analysis and data visualization skills, with GIS or Power BI experience considered an advantage.
• Excellent command of written and spoken English and Kiswahili.
• High level of integrity and commitment to UNFPA and the United Nations system.
• Strong analytical, strategic thinking, teamwork, and accountability skills.
