Programme Analyst, Digitilization, Innovation & Knowledge Management

The United Nations Population Fund (UNFPA) is inviting applications for the position of Programme Analyst, Digitalization, Innovation & Knowledge Management in Dar es Salaam, Tanzania. The successful candidate will support the integration of digital solutions, data innovation and emerging technologies into UNFPA Tanzania’s programmes while contributing to the achievement of the organization’s transformative results and the ICPD Programme of Action.

The Programme Analyst will also play an important role in knowledge management by documenting good practices, innovative approaches, results and lessons learned. The position provides an opportunity for a qualified professional with an interest in digital transformation, innovation, data solutions and programme management to contribute to initiatives covering sexual and reproductive health and rights, gender-based violence, population and development.

Responsibilities include:

• Support the development, implementation and monitoring of UNFPA Tanzania’s Digitalization and Innovation Strategy and annual work plans.
• Ensure digitalization and innovation activities are aligned with national priorities and UNFPA’s strategic direction.
• Research and recommend digital solutions such as digital self-care platforms, mobile health technologies, data science, artificial intelligence and Internet of Things applications.
• Support the use of innovative technologies to improve the efficiency, reach and impact of programmes related to SRHR, GBV, population and development.
• Apply human-centered design and agile methodologies to programme development and implementation.
• Analyze political, social and economic trends related to digitalization, connectivity and technology gaps.
• Support monitoring and evaluation of innovation projects by developing KPIs, collecting data and synthesizing results.
• Provide technical and operational assistance to programme teams and implementing partners on digital and innovative solutions.
• Support capacity-building activities for national partners and UNFPA staff on innovation, digital literacy and technology-enabled data collection and analysis.
• Serve as a focal point for the innovation community of practice within the Country Office, regional office and national stakeholder networks.
• Promote knowledge sharing, collaboration and the exchange of lessons learned and best practices.
• Support strategic partnerships with technology companies, private-sector organizations, innovation hubs, civil society organizations and other UN agencies.
• Contribute to resource mobilization by providing technical inputs for proposals and donor reports.
• Document and disseminate innovation results, success stories and lessons learned for communication, advocacy and replication.
• Assist in developing advocacy and communication materials highlighting UNFPA’s digitalization and innovation work.
• Oversee the implementation of ICT management systems in accordance with UNFPA corporate information technology standards.
• Support the effective use of Enterprise Resource Planning software to improve business performance and client services.
• Help ensure the effective functioning and management of Country Office hardware, software and applications.
• Maintain ICT-related inventories and monitor file server traffic and performance.
• Support the establishment and maintenance of Country Office databases.
• Provide orientation and coaching to staff on relevant ICT systems and applications.
• Participate in interagency ICT working groups and represent UNFPA’s interests while promoting the use of best practices.
• Perform any other duties assigned by UNFPA leadership.

Qualifications and Requirements:

• An advanced university degree, such as a Master’s degree or equivalent qualification.
• 0–2 years of demonstrable responsibility, knowledge or experience in digital transformation, innovation management or programme management.
• Knowledge or practical experience in designing, testing and deploying digital solutions or emerging technologies for social impact.
• Experience with innovative methodologies such as human-centered design or agile project management.
• Familiarity with the political, social and economic context of the United Republic of Tanzania.
• Strong research and analytical skills.
• Excellent report-writing skills.
• Familiarity with UN procedures and working methods.
• Ability to work effectively as part of a team.
• Fluency in written and spoken English.
• Working knowledge of Kiswahili and/or another UN official language.
