Medical Activity Manager at Médecins Sans Frontières (MSF)

Médecins Sans Frontières (MSF) is seeking a qualified and experienced Medical Activity Manager to coordinate and supervise medical activities in Liwale District, Lindi Region. The position focuses on HIV, TB, STIs, SGBV, and other integrated healthcare activities, with responsibility for ensuring that services are delivered according to MSF protocols, national guidelines, and quality standards.

The Medical Activity Manager will provide clinical and operational leadership to a multidisciplinary medical team while working closely with the Ministry of Health and other stakeholders. The role also involves medical data analysis, staff development, pharmacy and medical-supply oversight, emergency preparedness, quality improvement, and strengthening the capacity of local healthcare workers.

Responsibilities

• Coordinate, assess, and supervise medical activities covering HIV, TB, STIs, SGBV, and related services.

• Ensure medical activities comply with MSF protocols, standards, procedures, and national guidelines.

  

• Compile and analyse medical data relating to patients and programme performance.

• Participate in annual project planning, budgeting, and programme follow-up.

  

• Monitor medical activity objectives and report operational challenges to the technical referent.

• Ensure correct completion and management of patient follow-up documentation, registers, discharges, transfers, and related records.

  

• Ensure efficient pharmacy management and rational use of medicines.

• Supervise the appropriate use of medical devices in coordination with the biomedical service.

  

• Anticipate medical equipment and supply requirements.

• Prepare medical orders required for implementation of medical activities.

• Identify and report needs related to materials, infrastructure, transport, and other non-medical support.

• Coordinate the team's daily work plan, including staff absences, holidays, and leave.

• Participate in medical shifts and provide medical cover when required.

• Support recruitment, induction, training, performance evaluation, development, and internal communication for staff.

• Strengthen staff capabilities and ensure appropriate staffing levels.

• Participate in monthly reporting, including SitRePs and medical statistical reports.

• Coordinate implementation of the integrated package of care with the Ministry of Health.

• Strengthen quality of care through supportive supervision, clinical mentorship, coaching, clinical audits, MPDSR, simulation exercises, and quality-improvement initiatives.

• Strengthen the technical capacity of Ministry of Health healthcare workers through training, mentorship, and joint supervision.

• Monitor programme performance through medical indicators, quality-of-care outcomes, and operational data.

• Maintain accurate documentation and submit timely reports through SitRePs and other monitoring tools.

• Coordinate emergency preparedness, disease surveillance, and outbreak-response activities with the Ministry of Health and other stakeholders.

• Coordinate the daily work of the multidisciplinary medical team.

• Ensure adequate staffing and continuity of medical services.

• Coordinate staff recruitment, induction, training, and performance management with Human Resources.

• Work with pharmacy, laboratory, biomedical, and logistics teams to ensure uninterrupted availability of medicines, diagnostics, equipment, and essential supplies.

• Identify and follow up on operational resource requirements.

• Represent MSF during technical coordination and co-management activities with the Ministry of Health and partners.

• Promote joint planning, quality improvement, and sustainable health-system strengthening.

• Follow up on the health of locally hired staff in accordance with the applicable national staff health policy.

Qualifications

• Medical Doctor qualification.

• Specialization or training in Tropical Medicine or a related field is desirable.

• Minimum of 3 years of relevant professional experience.

• Previous field experience with MSF is an added advantage.

• Experience in a neonatal intensive care unit (NICU) would be an added advantage.

• Good spoken and written English.

• Proficiency in Kiswahili.

• Computer literacy, including Microsoft Word, Microsoft Excel, and internet applications.

• Strong strategic vision.

• Good teamwork and cooperation skills.

• Ability to work effectively in a field-based and multidisciplinary environment.
