Talent Acquisition Manager at AXIAN Group

AXIAN Digibank & Fintech is seeking an experienced Talent Acquisition Manager to lead and standardize recruitment activities across its operations in Africa. Based in Dar es Salaam, this role is responsible for designing and executing end-to-end talent acquisition strategies, strengthening employer branding, building talent pipelines, and ensuring consistent recruitment practices across the group.

The successful candidate will work closely with business leaders, HR teams, and Brand & Communications to attract top talent, improve candidate experience, implement recruitment technology, and develop scalable hiring frameworks that support the organization’s rapid growth in the fintech sector.

Responsibilities

• Lead the complete end-to-end recruitment cycle at headquarters level.

• Develop calibrated job descriptions, structured interviews, and candidate scorecards.

  

• Implement work samples, assessment tests, and reference check processes.

• Monitor candidate Net Promoter Score (NPS) and overall candidate experience.

  

• Embed company culture and organizational values into recruitment practices.

• Develop and launch the Employer Value Proposition (EVP).

  

• Build and strengthen the employer brand in collaboration with Brand and Communications teams.

• Create employee storytelling and social media recruitment content.

  

• Establish a consistent talent narrative across all candidate touchpoints.

• Design assessment tools for different job families.

• Develop case banks, psychometric assessments, and culture-fit evaluations.

• Manage the Applicant Tracking System (ATS) and Candidate Relationship Management (CRM) platform.

• Maintain recruitment dashboards covering time-to-hire, source ROI, quality of hire, and recruitment funnel performance.

• Build sourcing partnerships with universities, bootcamps, and technology communities.

• Develop alumni and diaspora talent programmes.

• Build talent pipelines for critical, senior management, and executive positions.

• Map fintech talent markets across AXIAN’s geographic footprint.

• Coach and harmonize Talent Acquisition practices across multiple countries.

• Implement the global recruitment playbook and standardized interview kits.

• Adapt the Employer Value Proposition to local markets.

• Ensure recruitment practices comply with applicable labour laws.

Qualifications Required

• Bachelor’s Degree in Human Resources.

• Minimum of 8 years of experience in Talent Acquisition.

• Experience in fintech or technology, preferably within African markets.

• Fluency in English.

• French language skills are an added advantage.

• Experience designing end-to-end recruitment processes.

• Strong expertise in structured interviewing and candidate scorecards.

• Experience developing work samples and case-study assessments.

• Knowledge of psychometric assessment selection and evaluation.

• Strong talent sourcing experience using LinkedIn Recruiter, universities, bootcamps, referrals, and talent communities.

• Experience in employer branding and Employer Value Proposition (EVP) activation.

• Knowledge of content calendars, role landing pages, and basic SEO/SEM.

• Experience evaluating assessment tools and recruitment vendors.

• Ability to develop assessment rubrics, cut scores, and validate recruitment methods.

• Strong recruitment analytics and funnel reporting skills.

• Excellent candidate engagement and stakeholder management skills.

• Ability to work effectively in rapidly changing, scale-up environments.

• Strong presentation, communication, and storytelling skills.

• Data-driven decision-making capability.

• High standards of professionalism and collaboration.

• Strong business understanding with the ability to translate business needs into effective talent strategies.
