Human Resources Manager at FINCA Microfinance Bank Tanzania

FINCA Microfinance Bank Tanzania is inviting applications from experienced Human Resources professionals for the position of Human Resources Manager in Dar es Salaam. This leadership role is responsible for developing and executing HR strategy while overseeing key people management functions, including recruitment, performance management, training, employee relations, compensation, and regulatory compliance.

The successful candidate will work closely with senior leadership to strengthen organizational culture, build staff capacity, implement HR best practices, and ensure compliance with Tanzanian labor laws and FINCA Impact Finance policies. The role requires strategic thinking, strong leadership, and the ability to manage multiple HR initiatives simultaneously.

Responsibilities

• Develop organizational HR strategies aligned with business objectives.

• Contribute analysis and recommendations to the organization’s strategic direction.

  

• Establish departmental objectives in line with organizational goals.

• Oversee talent acquisition, staffing, and employment processing.

  

• Manage compensation, health and welfare benefits, and employee records.

• Lead succession planning and performance management initiatives.

  

• Oversee employee relations, retention, and learning and development projects.

• Partner with leadership by providing HR advice, guidance, and decision support.

  

• Develop and update HR policies, procedures, and guidelines.

• Communicate HR policies and procedures to all employees.

• Lead recruitment and selection activities across all organizational levels.

• Ensure job descriptions remain accurate and up to date.

• Partner with managers to improve employee performance through structured performance management.

• Establish conflict prevention and conflict resolution mechanisms.

• Design and manage variable pay, merit increases, and bonus strategies.

• Ensure employee records and benefits documentation comply with legal requirements.

• Collaborate with service providers to deliver effective employee benefits.

• Review payroll, benefits, and tax procedures to implement best-practice improvements.

• Design and implement staff development and retention programs.

• Serve as the communication link between management and employees.

• Maintain data quality within the HRIS and prepare reports for management, the Board, and Global HR Office.

Qualifications Required

• Bachelor’s degree in Business Administration, Human Resource Management, or a related field.

• Relevant postgraduate qualification such as an MBA is preferred.

• More than 10 years of professional HR experience.

• Minimum of 5 years of managerial experience.

• Experience developing and implementing successful recruitment strategies.

• Experience administering compensation and employee benefits.

• Experience coordinating and delivering employee training programs.

• In-depth knowledge of Tanzanian labor laws and employment practices.

• Ability to manage multiple projects simultaneously.

• Ability to work strategically and collaboratively across departments.

• Excellent judgment and diplomacy.

• High level of discretion and confidentiality.

• Sensitivity to cross-cultural issues and strong cultural awareness.

• High emotional intelligence.

• Excellent written and verbal communication skills.
