UNESCO is seeking an Individual Consultant to provide technical and programmatic support to the UNESCO Regional Office for Eastern Africa (ROEA) in implementing the 2026–2027 Campus Africa workplan. The consultancy will focus on strengthening research capacity, improving the relevance and quality of higher education, developing quality assurance systems, and supporting institutional governance across Eastern Africa.
The successful consultant will contribute to several regional higher education initiatives, including applied STEM research, digital skills and AI initiatives, student social entrepreneurship, recognition of qualifications, and the implementation of the Addis Ababa Convention. The role also involves coordination, partnership development, research, proposal writing, stakeholder engagement, and participation in regional workshops.
Responsibilities

Finalise the “Empowering Women in Applied STEM: Advancing Gender-Responsive Career Services in Agriculture, Renewable Energy and Technology” research project across selected Anglophone Eastern African countries.

Support the publication and dissemination of the pilot phase of the “Empowering Women in Applied STEM” research project.

Provide technical and programmatic support to the Education Track of the East African Alliance for Digital Skills, AI Research and Innovation (AI for EAC).

Support AI-related higher education initiatives.

Strengthen social entrepreneurship skills for student innovators in East Africa.
-
Provide follow-up support to student innovation initiatives.
-
Explore opportunities for expanding social entrepreneurship programmes across the region.

Promote awareness and regional dialogue on the recognition of qualifications.

Support capacity-building activities related to the implementation of the Addis Ababa Convention.

Provide implementation and coordination support to Campus Africa activities.

Support partnership development and stakeholder engagement.

Draft proposals and other programme documents.

Participate in workshops and regional activities across Eastern Africa.

Provide technical and programmatic inputs to Campus Africa workstreams.

Produce high-quality reports, briefs, recommendations, and other programme documentation.
Qualifications Required

Excellent written and verbal communication skills in English.
