Quantity Surveyor

Doris Mollel Foundation (DMF) is seeking registered quantity surveyors and qualified quantity-surveying firms to manage the complete cost function for institutional and construction projects in Dar es Salaam. This contract opportunity is aimed at professionals who can provide accurate cost planning, procurement support, contract administration, and financial oversight throughout the project lifecycle.

The successful applicant will be responsible for protecting the client’s financial interests from the early cost-planning stage through procurement, construction, variations, claims, and final account. Applicants should have strong experience in cost control, measurement, value engineering, and construction contract administration.

About the Role

The Quantity Surveyor will manage project costs and provide commercial advice to ensure construction projects remain financially controlled. The role covers estimating, preparation of Bills of Quantities, tender documentation, bid evaluation, payment certification, variation management, and final account preparation.

The successful professional should also be able to identify cost and contractual risks at an early stage and recommend measures that protect the client from unnecessary expenditure while maintaining project quality and value.

Responsibilities

• Perform project cost planning and estimating.

• Prepare accurate Bills of Quantities.

  

• Prepare tender documentation.

• Prepare procurement documentation.

  

• Evaluate contractor bids and provide professional recommendations.

• Conduct interim valuations.

  

• Prepare and process payment certificates.

• Monitor project costs throughout construction.

• Manage project variations.

• Assess and manage contractor claims.

• Handle contract administration throughout the project lifecycle.

• Manage the project through to preparation of the final account.

• Apply appropriate measurement standards.

• Maintain effective cost control.

• Apply value-engineering principles where appropriate.

• Advise the client on financial implications of project decisions.

Qualifications and Requirements

Applicants should have:

• Registration as a quantity surveyor or be a registered quantity-surveying firm.

• Registration with AQRB or an equivalent professional body.

• Current professional registration in good standing.

• At least 5 years of hands-on experience managing the full cost function on comparable institutional or construction projects.

• Strong experience in cost planning and estimating.

• Experience preparing Bills of Quantities.

• Experience preparing tender and procurement documentation.

• Experience evaluating contractor bids.

• Experience conducting interim valuations.

• Experience preparing payment certificates.

• Experience managing variations and contractor claims.

• Strong contract-administration experience through to final account.

• Strong command of measurement standards.

• Strong cost-control skills.

• Knowledge of value-engineering principles.

• Ability to identify cost and contractual risks early.
