Exim Bank Tanzania is recruiting a qualified and experienced Learning and Development Manager to join its team in Dar es Salaam. This full-time opportunity is suited for professionals with a strong background in learning and development, talent management, and organizational development who are passionate about building employee capabilities and supporting business growth through strategic learning initiatives.
The successful candidate will lead the design, implementation, and evaluation of learning and development strategies that strengthen workforce capability, leadership development, succession planning, and talent management across the bank. Working closely with senior leadership, the Learning and Development Manager will play a key role in fostering a high-performance culture while ensuring employees have the skills required to meet current and future business objectives.
Responsibilities

Develop and implement learning and development strategies aligned with the bank's business goals.

Design learning programmes that strengthen employee skills and organizational capability.

Ensure learning initiatives support current and future workforce requirements.

Develop the annual training plan and manage the master training calendar.

Align training programmes with business priorities, departmental needs, and employee development requirements.

Coordinate the implementation of learning initiatives across the bank.

Manage leadership development programmes.
-
Support talent development initiatives and workforce capability enhancement.

Lead succession planning frameworks.
-
Develop programmes for high-potential employees.
-
Support talent reviews and workforce planning initiatives.
-
Oversee e-learning platforms and Learning Management Systems (LMS).

Evaluate training effectiveness using assessments, employee feedback, and performance metrics.

Analyze learning data and implement continuous improvements.

Coach managers on employee development, performance improvement, and capability building.

Assess organizational and departmental training needs.

Partner with senior leaders to implement talent management strategies.

Stay updated on banking regulations, industry trends, and emerging learning technologies.
Qualifications Required

Bachelor's degree in Human Resources, Business Administration, Education, or a related field.

Master's degree is an added advantage.

Minimum of five (5) years of progressive experience in Learning and Development, Talent Management, Leadership Development, or Organizational Development.

Experience working in the banking or financial services industry is preferred.

Experience managing enterprise-wide talent management initiatives.

Practical experience in succession planning and leadership development programmes.

Experience conducting talent reviews and developing high-potential employee frameworks.

Proven ability to partner with senior leadership to strengthen workforce capability.
