Health Promotion IEC Officer

Médecins Sans Frontières (MSF) is seeking a qualified and motivated Health Promotion IEC Officer to support health promotion and community engagement activities in Liwale, Lindi. The position focuses on improving community knowledge and skills on relevant health topics through health education, patient counselling, community mobilisation and Information, Education and Communication (IEC) activities.

The successful candidate will work closely with Community Health Workers (CHWs), Ministry of Health teams, community leaders, NGOs and other partners. The role also involves community surveillance, case finding and referral, data collection, health education, stigma reduction and strengthening community participation in healthcare services.

Responsibilities

• Lead the development, testing and delivery of community health education materials and activities.

• Supervise Community Health Worker (CHW) teams.

  

• Ensure effective patient counselling and health talks.

• Implement digital Health Promotion activities.

  

• Conduct rapid community assessments.

• Collect community feedback and identify rumours systematically.

  

• Encode and manage collected data.

• Report critical issues, security concerns and changes in health-seeking behaviour to project coordination.

  

• Build relationships with community leaders, partners and other stakeholders.

• Work with NGOs, government health services, Traditional Birth Attendants and other relevant partners.

• Lead community meetings and maintain updated community mapping.

• Oversee CHW community-surveillance activities.

• Support active and passive case finding, linkage to care and tracing.

• Maintain accurate databases and community health records.

• Coordinate community participation in case-management initiatives.

• Provide supervision, training and coaching to CHWs.

• Ensure effective implementation of community case-management activities.

• Develop and support stigma-reduction initiatives.

• Establish and support community spaces such as friendly spaces, youth clubs and health committees.

• Support anti-stigma campaigns and activities that encourage positive health-seeking behaviour.

• Plan, organise and supervise CHW activities and meetings.

• Collaborate with the HPCE Supervisor.

• Monitor team performance and ensure planned activities are implemented effectively.

• Organise and supervise health education sessions at health facilities and in communities.

• Train and supervise CHWs through education and demonstration sessions.

• Conduct Health Promotion with Community Engagement activities to collect information on pregnant women and children under five.

• Use participatory approaches including focus group discussions, patient satisfaction surveys, patient experience surveys, welcome and discharge talks, national and international health-day activities and parents’ meetings in schools.

• Identify key community actors, including local authorities, village committees, NGOs, traditional healers and community focal persons.

• Organise, train and supervise the Health Promotion team.

• Evaluate and coach Health Promotion team members.

• Collect reports and update tracing, defaulter and referral information through community and health-facility visits.

• Provide supportive supervision to iCCM implementers.

• Monitor the quality of iCCM service delivery and timely referrals.

• Ensure community engagement is adapted to pastoralist contexts where applicable.

• Hold regular meetings with Ministry of Health staff and health-facility in-charges.

• Conduct health-facility and village visits with the Ministry of Health Community Coordinator.

• Support CHW recruitment in accordance with applicable Standard Operating Procedures.

• Ensure IEC areas are clean and properly maintained.

• Translate IEC materials into relevant local languages.

• Report information concerning the health situation of patients and the wider population to the IECHP Manager.

• Report lost-to-follow-up cases, rumours, outbreaks and other relevant health information.

• Identify gaps, challenges and opportunities for improvement.

• Report identified issues to the IECHP Manager to support effective Health Promotion with Community Engagement activities.

Requirements

• Bachelor’s Degree in Social Sciences, Social Work, Behavioural Sciences, Public Health, Community Health, Nursing, Teaching or a related field.

• Previous experience in teaching, nursing, social work or community mobilisation is preferred.

• Good spoken and written English.

• Good spoken and written Kiswahili.

• Essential computer skills, including Microsoft Word, Microsoft Excel and internet use.
