Medical Activity Manager

Médecins Sans Frontières (MSF) is seeking a qualified and experienced Medical Activity Manager to join its team in Liwale District, Lindi Region. The position is responsible for coordinating and supervising medical activities covering HIV, TB, STIs and SGBV while ensuring that patients receive quality care in accordance with MSF protocols, standards and procedures.

The successful candidate will coordinate multidisciplinary medical teams, work closely with the Ministry of Health, monitor programme performance and strengthen the quality of healthcare services. The role also involves staff development, medical reporting, pharmacy and medical supply coordination, emergency preparedness and continuous quality improvement.

Responsibilities

• Coordinate, assess and supervise HIV, TB, STI and SGBV medical activities.

• Ensure medical activities comply with MSF protocols, standards and procedures.

  

• Compile and analyse medical data relating to patients and health conditions.

• Participate in annual project planning and budgeting.

  

• Monitor programme implementation and follow up on project activities.

• Ensure medical activity objectives are achieved.

  

• Report operational and medical problems to the relevant technical referent.

• Ensure patient follow-up documentation, registers, discharge records and transfers are completed correctly.

  

• Ensure efficient pharmacy management and rational use of medicines.

• Coordinate with biomedical services to ensure appropriate use and availability of medical devices.

• Prepare medical orders required for programme implementation.

• Identify and report requirements for materials, infrastructure, transport and other non-medical support.

• Coordinate daily work plans for medical teams.

• Monitor staff absences, vacations and leave.

• Participate in shifts and replace a doctor when necessary.

• Support recruitment, induction, training, performance evaluation and development of staff.

• Strengthen staff capabilities and ensure appropriate staffing levels.

• Participate in monthly reporting, including SitReps and medical statistical reports.

• Coordinate implementation of integrated healthcare packages with the Ministry of Health.

• Ensure compliance with MSF standards, national guidelines and project objectives.

• Strengthen quality of care through supportive supervision, clinical mentorship and on-the-job coaching.

• Conduct clinical audits and support maternal and perinatal death surveillance and response activities.

• Implement simulation exercises and quality-improvement initiatives with Ministry of Health teams.

• Strengthen the technical capacity of healthcare workers through training, mentorship and joint supervision.

• Monitor medical indicators, quality-of-care outcomes and operational data.

• Ensure accurate documentation and timely submission of SitReps and other monitoring reports.

• Coordinate emergency preparedness, disease surveillance and outbreak-response activities.

• Coordinate daily activities of the multidisciplinary medical team.

• Ensure effective work planning, adequate staffing and continuity of medical services.

• Coordinate with pharmacy, laboratory, biomedical and logistics teams to maintain essential medical supplies.

• Identify operational resource requirements and communicate them to relevant teams.

• Represent MSF in technical coordination and co-management activities with the Ministry of Health and partners.

• Support joint planning, quality improvement and sustainable health-system strengthening.

• Follow up on the health of locally hired staff in accordance with MSF's national staff health policy.

Requirements

• Medical Doctor qualification.

• Specialization or training in Tropical Medicine or a related field is desirable.

• At least three years of relevant professional work experience.

• Previous field experience with MSF is an added advantage.

• Experience in a Neonatal Intensive Care Unit (NICU) is an added advantage.

• Good spoken and written English.

• Proficiency in Kiswahili.

• Essential computer skills, including Microsoft Word, Microsoft Excel and internet use.

• Strong strategic vision.

• Strong leadership and people-management skills.

• Ability to develop and support staff.

• Strong service orientation.

• Ability to work effectively within a team.
