CRDB Bank Plc is seeking an experienced networking professional for the position of Manager Core Network in Dar es Salaam. The role is responsible for the end-to-end operational management, governance, security, performance, and strategic development of the bank’s core network infrastructure across data centers, domestic and international locations, and third-party integrations.

The successful candidate will lead core network operations, manage network infrastructure vendors, oversee security and regulatory compliance, control CAPEX and OPEX budgets, and lead a network operations team. This is a senior technical and management position suited to candidates with extensive enterprise networking and infrastructure experience, particularly within banking or similarly regulated environments.

About the Role

The Manager Core Network will oversee the bank’s core network environment and ensure that critical network infrastructure remains available, secure, resilient, and capable of supporting business growth and digital transformation.

The role covers enterprise networking technologies including LAN, WAN, SD-WAN, data centre networking, internet gateways, international connectivity, routing and switching, firewalls, and network security. The manager will also serve as the escalation point for major network incidents and provide strategic direction on the future development of the bank’s network infrastructure.

Responsibilities

• Manage the day-to-day performance, availability, and health of the bank’s core network infrastructure.

• Oversee core network operations across all data centre locations.

• Establish and manage formal network service-level targets.

• Ensure the core network roadmap aligns with business and digital transformation strategies.

• Maintain architectural standards and design authority for core network infrastructure.

• Oversee LAN, WAN, SD-WAN, data centre networking, internet gateways, and international connectivity.

• Manage resilient inter-data-centre connectivity.

• Ensure appropriate network segmentation and alignment with disaster recovery requirements.

• Manage international and cross-border network circuits.

• Maintain relationships with telecommunications carriers and network service providers.

• Monitor carrier performance and ensure appropriate failover capabilities.

• Lead network security design and governance in collaboration with the Cybersecurity function.

• Ensure implementation of network security controls and threat detection capabilities.

• Govern the lifecycle of core network infrastructure, including rollout, monitoring, refresh, and upgrades.

• Manage network infrastructure vendors and contractors.

• Participate in contract negotiations, performance reviews, SLA enforcement, and technology refresh agreements.

• Ensure network infrastructure complies with regulatory and industry requirements.

• Support compliance with Internal Risk and Compliance, Cybersecurity, Internal Audit, SWIFT, PCI DSS, and Central Bank ICT governance requirements.

• Lead and develop the network operations team.

• Manage talent development, performance reviews, training plans, and succession planning.

• Own the core network CAPEX and OPEX budget.

• Support annual budget planning, project scoping, procurement, and value assurance.

• Act as the escalation point for major core network incidents.

• Lead incident reviews, root-cause analysis, and preventive action planning.

• Prepare network capacity forecasts and planning statistics.

• Provide periodic reports to management on network performance and infrastructure requirements.

• Work with cross-functional teams to identify and mitigate network risks.

• Coordinate with vendors to resolve technical issues within agreed SLAs.

• Monitor industry best practices and emerging network technologies.

• Contribute to the evolution and strategic roadmap of network infrastructure solutions.

• Work with project and delivery teams to design, deploy, and document network and security solutions.

• Participate in ICT projects and other duties assigned by management.

Qualifications and Requirements

Applicants should have:

• A Bachelor’s Degree in Computer Systems Technology or a related academic field.

• At least 5 years of experience in network and infrastructure management.

• Banking-sector network and infrastructure experience is preferred.

• ITIL 4 certification.

• CompTIA Network+ certification.

• Cisco certifications.

• Other OEM or Internetwork Expert certifications are an advantage.

• Experience managing interactions with vendors, contractors, and other stakeholders.

• Experience working with multi-vendor environments, including technologies from:

  • Cisco

  • Palo Alto

  • F5

  • Fortinet

  • Radware

  • Other enterprise networking and security vendors.

• Knowledge of business processes and process mapping.

• People management and team-building skills.

• Ability to analyze, test, and evaluate enterprise networks.

• Knowledge of network security architecture and configuration.

• Experience with Cisco routers, firewalls, and other security products.

• Expert-level knowledge of enterprise networking technologies, including:

  • Routing and switching

  • MPLS

  • SD-WAN

  • BGP

  • OSPF

  • Firewall architecture

  • Data centre networking

• Strong knowledge of network security frameworks, including:

  • Zero Trust Architecture

  • Micro-segmentation

  • IDS/IPS

  • DDoS mitigation

  • PCI DSS network controls.
