K-FINANCE is seeking an experienced Core Banking/MIS System Consultant, either an individual consultant or a consulting firm, to support the selection, implementation oversight, and stabilization of a suitable core banking and Management Information System (MIS) solution. The consultant will provide independent technical and advisory support throughout the system procurement and implementation lifecycle.

The assignment is particularly suitable for a consultant with proven experience in microfinance or regulated lending institutions. The successful applicant will be expected to assess system requirements, evaluate vendors, manage the Request for Proposal (RFP) process, support contract negotiations, and oversee implementation from system selection through go-live and post-implementation stabilization.

Responsibilities

• Gather and document core banking and MIS system requirements.

• Ensure proposed systems comply with applicable Bank of Tanzania (BOT) regulations.

  

• Assess system requirements relating to Tanzania Instant Payment System (TIPS).

• Evaluate mobile money integration requirements.

• Ensure compatibility with credit bureau requirements.

• Conduct market assessments of available core banking and MIS vendors.

• Assess and evaluate potential technology vendors.

• Manage the Request for Proposal (RFP) process.

• Coordinate RFP evaluation and vendor scoring.

• Support vendor demonstrations and technical assessments.

• Provide support during contract negotiations.

• Review proposed service-level agreements and contractual arrangements.

• Provide independent implementation oversight.

• Monitor implementation from system selection through contract signing.

• Oversee the implementation and configuration phase.

• Support system go-live activities.

• Monitor post-implementation stabilization.

• Identify and address implementation risks and issues.

• Provide client-side advisory support throughout the project lifecycle.

• Ensure appropriate arrangements are established for data ownership, escrow, and exit strategies.

• Maintain independence from core banking and MIS vendors.

Qualifications and Requirements

• Proven experience leading the selection of at least two core banking/MIS systems.

• Experience selecting systems for Microfinance Institutions (MFIs), SACCOs, or comparable regulated lending institutions.

• Experience providing client-side support for at least one complete core banking/MIS implementation.

• Experience covering the full implementation lifecycle from contract signing to go-live and system stabilization.

• Demonstrated knowledge of ICT procurement processes.

• Experience preparing and managing RFPs.

• Experience organizing and evaluating vendor demonstrations.

• Experience developing vendor evaluation and scoring processes.

• Experience supporting contract negotiations.

• Knowledge of Service Level Agreements (SLAs).

• Understanding of escrow arrangements and exit strategies.

• Knowledge of data ownership provisions in technology contracts.

• Strong understanding of Bank of Tanzania regulatory requirements applicable to Tier 2 microfinance institutions, or equivalent regulatory frameworks within East Africa.

• Ability to provide a signed declaration of independence.

• Must have no reseller relationship, referral arrangement, commission agreement, or partnership with core banking/MIS vendors.
