Budget & Reporting Manager – Tanzania

TotalEnergies Marketing Tanzania Limited is inviting applications for the position of Budget & Reporting Manager based in Dar es Salaam (Kilwa House). The role sits within the Finance domain and reports within a structured corporate framework.

The successful candidate will be responsible for budgeting, financial reporting, SAP system coordination, regulatory compliance, and performance analysis to support strategic business decision-making.

Role Context

The position requires strict compliance with the Marketing & Services (M&S) Framework, including management reporting and KPI monitoring.

The role demands high attention to detail, analytical strength, structured reporting discipline, and the ability to meet tight financial deadlines.

Key Responsibilities

1. Budgeting and Long-Term Planning

  • Prepare annual budgets covering Sales, Income, OPEX, CAPEX, and Working Capital Requirements (WCR).
  • Develop long-term financial plans in coordination with Heads of Department.
  • Perform budget seasonalization and NOI (Net Operating Income) estimates.

2. Financial Reporting and Shareholder Management

  • Prepare monthly and quarterly management reports.
  • Maintain reporting relationships with Head Office and shareholders.
  • Develop monthly Dashboard (P&L) reports with detailed commentary.
  • Present financial performance reviews to management.
  • Conduct consolidated quarterly results reviews (CAP).

3. SAP and Accounting Coordination

  • Lead accounting closing timetable and manage FI & MM periods in SAP.
  • Oversee investment reporting and SAP reconciliation.
  • Execute Contribution Accounts for Network operations.
  • Supervise SAP-related projects and system tickets.

4. Regulatory and Compliance Reporting

  • Prepare statutory EWURA reports (monthly sales and imports).
  • Ensure alignment between management reports and statutory submissions.
  • Maintain compliance with regulatory and internal corporate standards.

5. Working Capital and Inventory Management

  • Prepare WCR reports analyzing stock levels, DSO, and payables.
  • Coordinate with Supply and Treasury Managers on stock management.
  • Participate in monthly importation and stock allocation meetings.
  • Review landed cost of imported vessels to inform pricing strategy.

6. Sales and Margin Monitoring

  • Prepare KPI updates for daily business meetings.
  • Monitor MAP, margins, and sales performance by Business Unit.
  • Update SAP pricing based on approved requests.
  • Ensure pricing alignment with EWURA releases and budget targets.
  • Collaborate with Stock/Cost Accountant to ensure MAP accuracy.

7. OPEX and CAPEX Control

  • Verify Purchase Requisitions in OPTIMA/MY EPROC.
  • Conduct fixed cost analysis and ensure correct cost centre allocation.
  • Monitor CAPEX expenditure against approved budgets.
  • Implement and track the local Cost Agility Program.

8. ERP Projects and Process Implementation

  • Support ERP implementations (SAP, E-LUBE, E-FUEL, MY EPROC).
  • Coordinate system upgrades, corrections, and new activity integrations.
  • Ensure process efficiency and data accuracy across financial systems.

9. Additional Duties

  • Analyze business performance drivers and provide explanations.
  • Prepare monthly, quarterly, and annual business reviews.
  • Respond to ad-hoc internal and external financial requests.

Candidate Requirements

Education and Certification

  • Bachelor’s Degree in Accounting or Finance.
  • CPA (T) Certification is mandatory.

Experience

  • Minimum 10 years of progressive experience in Finance.
  • Strong background in budgeting, reporting, and compliance.
  • Experience within regulated or industrial sectors is advantageous.

Technical Competencies

  • Strong SAP knowledge (MM, SD, FI modules).
  • Advanced Excel proficiency.
  • Strong analytical and structured problem-solving skills.
  • Effective communication and presentation skills.
