MSF is currently recruiting a Finance and HR Assistant to support administrative, financial, and human resource functions in its project operations.

Job Title: Finance and HR Assistant
Organization: Médecins Sans Frontières
Location: Liwale, Lindi Region, Tanzania
Reports to: Administration Team Leader and Project Fin/HR Manager
Main Purpose of the Role
The Finance and HR Assistant will execute administrative tasks and follow up on project accounting activities according to MSF procedures. The role ensures legal compliance and strict control of financial resources, while also supporting human resource management processes.
Key Responsibilities
Finance Duties
- Implement cash management procedures to ensure proper control and security of funds.
- Process supplier payments and maintain accurate supporting documentation.
- Perform accounting tasks to ensure reliable financial statements and expenditure control.
- Enter financial transactions into accounting software and maintain proper records.
- Manage the petty cash box and maintain an updated cash book.
- Conduct regular cash counts and reconcile records.
- Prepare and process staff payroll, including MSF staff, incentive staff, and daily workers.
- Handle bank transfers and ensure required documentation such as EFD receipts is collected.
- Ensure compliance with financial policies during payment processes.
- Identify suppliers subject to Withholding Tax and ensure timely payment processing.
- Monitor contracts and notify management when renewals or updates are required.
- Maintain organized financial filing systems for audits and reporting.
Human Resources Duties
- Support administrative and legal HR tasks under the supervision of the Administration Manager.
- Prepare employment contracts according to legal requirements.
- Maintain and update HR databases and employee personal files.
- Update records with social security and tax authorities.
- Prepare monthly payslips and final payslips when contracts end.
- Assist with document translation and administrative meetings.
- Support management of MOH and DED staff members.
- Manage cooks, cleaners, and daily workers, including rosters and evaluations.
- Monitor consumption and stock of hygiene items, stationery, and office supplies.
- Assist in the recruitment process, including candidate coordination.
- Support onboarding of new staff.
- Assist in organizing training sessions and staff development activities.
- Collect data for monthly administrative reports.
Minimum Educational Qualifications
- University or technical school diploma in:
- Finance
- Business Administration
- Administration or related fields
Experience Required
- Minimum 2 years of relevant working experience.
- Previous experience with MSF or other NGOs is considered an advantage.
- Experience working in developing countries is desirable.
Knowledge and Skills
- Mandatory computer literacy (Microsoft Word, Excel, Internet).
- Knowledge of Tanzanian Labour Law is an advantage.
- Strong organizational and financial record management skills.
Language Requirements
- English: Advanced (C1 level required)
- Swahili: Essential
