Action Against Hunger-USA is part of the global Action Against Hunger network delivering humanitarian and development programs in nearly 50 countries. The Tanzania country program implements integrated, multi-sectoral interventions in Nutrition & Health, WASH, Food Security & Livelihoods (FSL), MEAL, and Gender & Protection, aligned with national priorities.
Position Summary
The Program Manager provides strategic and operational leadership for integrated, donor-funded projects in Dodoma and Singida. The role ensures high-quality implementation, financial oversight, grant compliance, partner management, and strong coordination with Regional and Local Government Authorities.
The position oversees multi-sector programming across Nutrition & Health, WASH (including construction), FSL, MEAL, and Gender & Protection, ensuring delivery on time, within scope, and within budget.
Key Responsibilities
Program Leadership
• Lead integrated, multi-sectoral project implementation
• Ensure technical quality, compliance, and performance monitoring
• Oversee WASH infrastructure and contractor coordination
• Embed MEAL, safeguarding, resilience, and climate-smart approaches
Grant & Financial Management
• Manage donor-funded grants (USAID, EU, FCDO, etc.)
• Monitor budgets, forecasting, and burn rates
• Ensure audit-ready compliance and risk mitigation
• Oversee project startup and close-out processes
Partner & Sub-Grant Management
• Manage local NGO partnerships and sub-grants
• Review narrative and financial reports
• Strengthen partner capacity and accountability
Reporting & Compliance
• Ensure timely narrative and financial reporting
• Maintain documentation and audit readiness
• Promote learning, adaptation, and accountability mechanisms
Stakeholder Engagement
• Coordinate with Regional and Council authorities
• Represent the organization in technical forums
• Align programming with national strategies and sector plans
Team Leadership
• Supervise technical leads (Nutrition/Health, WASH, FSL, Gender & Protection, MEAL)
• Conduct performance management and staff development
• Foster a results-oriented and accountable team culture
Emergency & Climate Resilience
• Support disaster risk reduction planning
• Integrate early warning systems and climate-smart agriculture
• Contribute to proposal development and strategy refinement
Minimum Requirements
• Master’s degree in Public Health, Human Nutrition, Development Studies, Food Science, Agriculture, or related field
• Bachelor’s degree in a relevant discipline
• 7–10 years of INGO program management experience
• Minimum 5 years in integrated, multi-sector projects (Health, Nutrition, FSL/Climate Resilience, Gender & Protection)
• Experience with institutional donors (USAID, EU, FCDO; GAC an advantage)
• Experience managing sub-grants preferred
