Important Notes to Applicants

Applicants must submit a duly completed and signed Z83 application form, effective from 1 January 2021, accompanied by a comprehensive Curriculum Vitae only. The CV must clearly specify all work experience with respective dates in the format MM/YY.

The CV must also include three reference persons, indicating their names, contact numbers, email addresses, and the capacity in which they know the applicant.

  • Certified copies of qualifications and other relevant documents will be requested from shortlisted candidates only.
  • Applicants must meet vetting requirements as prescribed by the Minimum Information Security Standards. The successful candidate will be required to sign an annual performance agreement and undergo security clearance.
  • Applicants with foreign qualifications must ensure that these are evaluated by the South African Qualifications Authority (SAQA). Reference checks will be conducted during the selection process.
  • Correspondence will be limited to shortlisted candidates only. If applicants are not contacted within three months after the closing date, they should consider their application unsuccessful.
  • Shortlisted candidates must be available for interviews at dates and times determined by DPME.
  • Pre-employment checks will be conducted for shortlisted candidates and appointments will be subject to positive outcomes of these checks. These include security clearance, vetting, qualification verification, and criminal record checks.
  • All shortlisted candidates, including Senior Management Service candidates, will be required to undertake two pre-entry assessments. One will be a practical assessment to test technical and generic competencies, and the other will be an integrity and ethical conduct assessment.
  • For salary levels 11 to 15, the remuneration package consists of a basic salary, the State’s contribution to the Government Employees Pension Fund, and a flexible portion structured in line with applicable rules.
  • Senior Management Service candidates will be required to undergo a competency assessment as prescribed by the Department of Public Service and Administration.
  • The Department reserves the right to use practical exercises for non-SMS positions, to cancel the recruitment process, or not to fill an advertised post at any stage.
  • Prior to appointment, candidates will be required to complete the Nyukela Programme Pre-entry Certificate to Senior Management Services, endorsed by the National School of Government.

Salary

R2,352,642.00 per annum, all-inclusive salary package at Salary Level 16, plus a 10 percent non-pensionable Head of Department allowance. The package consists of a basic salary, the State’s contribution to the Government Employees Pension Fund, and a flexible portion structured in accordance with applicable frameworks.

Minimum Entry Requirements

  • Applicants must hold a Bachelor’s Honours Degree or Postgraduate Diploma at NQF Level 8, recognized by SAQA. A minimum of ten years’ experience at Senior Managerial level in strategic and administrative positions involving the establishment and maintenance of systems is required.
  • Proof of successful completion of the Executive Induction Programme will be required from shortlisted candidates only.
  • Strong experience in government planning, monitoring, evaluation, and implementation across all spheres of government is essential. Applicants must demonstrate an in-depth understanding of government policy processes, public sector governance, and national development priorities, including the National Development Plan.
  • Knowledge of the Public Service Act, Public Financial Management Act, Treasury Regulations, and broader governance frameworks is required.

Skills and Competencies

Applicants must demonstrate strong strategic leadership and management capabilities, including people management, staff development, and the ability to create a high-performance culture.

Required skills include strategic and analytical thinking, research and policy analysis, financial and project management, negotiation, conflict management, stakeholder engagement, and the ability to communicate effectively with diverse audiences.

Applicants must possess well-developed interpersonal and communication skills, innovation and organisational abilities, and the capacity to manage complex systems and multiple projects.

Personal Attributes

The successful candidate must be assertive, self-driven, innovative, and solution-oriented. High levels of integrity, honesty, resilience, and the ability to work under pressure are essential.

The role requires willingness to travel regularly, flexibility, and possession of a valid driver’s licence.

Duties and Responsibilities

Reporting to the Minister in the Presidency for Planning, Monitoring and Evaluation, the Director-General will serve as the Accounting Officer in terms of the PFMA.

The role involves providing strategic leadership to ensure the Department achieves its outcome-oriented goals and objectives, aligning departmental policies with government priorities, the National Development Plan, and other strategic frameworks.

  • Key responsibilities include overseeing governance structures, managing departmental planning and performance systems, coordinating the Government Planning, Monitoring and Evaluation system, and supporting the implementation of the Medium-Term Development Plan priorities.
  • The Director-General will oversee public sector monitoring, implementation of the District Development Model, coordination of Ministerial Performance Scorecard reviews, and the transition and management of State-Owned Entity centralisation initiatives.
  • The role also includes oversight of corporate services, financial management, supply chain management, internal controls, risk management, and governance processes.
