Project Director – Tanzania (GBV Prevention Program)
Job Description
Global Communities is recruiting a Project Director – Tanzania (GBV Prevention Program) to lead the anticipated World Bank and Government of Tanzania funded Evidence-Based Parenting Models Addressing Gender-Based Violence (Bandebereho/Program P) initiative under the PAMOJA (Project for Advancing Gender Equality in Tanzania) program. Based in Dodoma, the Project Director will provide strategic leadership for the design, adaptation, implementation, and national scale-up of a community-based gender-based violence (GBV) prevention program across Tanzania Mainland.
The successful candidate will oversee all technical and operational aspects of the project, ensuring high-quality implementation, effective stakeholder coordination, compliance with donor and government requirements, and delivery of project objectives. This role is suited to an experienced development professional with a strong background in GBV prevention, social norms change, research, and managing large donor-funded programs.
Responsibilities
- Provide overall leadership, strategic direction, and supervision across the project’s four technical components: Formative Research, Curriculum Adaptation, Training of Trainers, and Monitoring, Evaluation, and Learning (MEL).
- Serve as the project’s technical lead, ensuring adherence to international standards on gender equality, social inclusion, safeguarding, and technical quality.
- Oversee the implementation of community-based GBV prevention and social behavior change interventions while maintaining fidelity to the adapted Bandebereho curriculum.
- Lead strategic planning, implementation reviews, and district-by-district rollout across 15 councils.
- Coordinate activities across all technical workstreams to ensure integrated project delivery.
- Manage project staff, consultants, district-level personnel, and implementing partners.
- Ensure compliance with Global Communities policies, World Bank requirements, Government of Tanzania regulations, and donor agreements.
- Oversee project budgets and ensure sound financial management and accountability.
- Coordinate with key government institutions, including the Ministry of Community Development, Gender, Women and Special Groups (MoCDGWSG), PMO-RALG, and the PAMOJA Project Implementation Unit.
- Serve as the primary liaison with donors, government counterparts, and other strategic stakeholders.
- Represent Global Communities in national and partner coordination forums.
- Build and maintain productive relationships with government agencies, civil society organizations, development partners, suppliers, and beneficiaries.
- Promote learning by documenting and disseminating project lessons through progress reports and final project documentation.
Qualifications Required
- Master’s degree (or equivalent) in Gender Studies, Social Sciences, Development Studies, or a related discipline.
- Minimum of 8 years of experience managing GBV prevention and/or community-based development programs.
- Experience implementing programs or research in Tanzania and at least two other countries.
- Experience serving as Team Leader or Project Director on at least two similar projects involving participatory research, GBV prevention, social norms change, masculinity, family dynamics, or community-based interventions.
- Proven experience implementing or adapting Program P, Bandebereho, or similar couples-based GBV prevention models in Tanzania or Sub-Saharan Africa.
- Experience adapting community-based curricula using formative research and pilot implementation findings.
- Experience managing World Bank or other international donor-funded projects within the past 10 years.
- Demonstrated experience conducting or managing research studies; experience with randomized controlled trials (RCTs) is an added advantage.
- Strong understanding of Government of Tanzania systems, Local Government Authorities (LGAs), and national ministries.
- Proven ability to coordinate effectively with government institutions, civil society organizations, private sector partners, and international donors.
- Experience leading multiple technical workstreams simultaneously.
- Strong leadership, emotional intelligence, and adaptive management skills.
- Experience supervising at least 20 direct reports, including geographically dispersed teams.
- Excellent written and spoken English.
- Working knowledge of Kiswahili is highly desirable.
