Lutheran World Relief (LWR) is currently seeking a highly qualified and experienced professional to fill the position of Finance and Administration Officer based in Dar es Salaam, Tanzania. The successful candidate will be responsible for managing financial, accounting, and administrative operations for the Tanzania program while ensuring compliance with organizational policies, internationally recognized accounting standards, donor regulations, and Government of Tanzania requirements. The role offers an opportunity to contribute to sustainable development initiatives within an international NGO environment.

Responsibilities

  • Develop annual budgets, activity budgets, and partner budgets for approval by the Country Director.
  • Ensure all project costs are reasonable, allowable, and properly allocated to projects.
  • Monitor country budgets and expenditure, communicate financial issues, and provide recommendations for action.
  • Participate in monthly and quarterly Budget versus Actual (BVA) review meetings.
  • Ensure compliance with Corus and donor financial management, accounting, travel, and other relevant policies and procedures.
  • Ensure all tax-related matters are properly addressed and taxes are paid on time.
  • Ensure financial transactions and reconciliations are accurately recorded in the accounting system.
  • Prepare timely fund requests and financial reports for Corus headquarters.
  • Coordinate internal and external audits, including preparation of terms of reference, supporting auditors, and implementing audit recommendations.
  • Ensure sub-office lease agreements remain current and compliant.
  • Oversee procurement processes in accordance with LWR policies and donor regulations.
  • Verify the quality of goods and services delivered and ensure vendors are paid according to contractual agreements.
  • Maintain accurate and up-to-date property inventory records for all organizational assets.
  • Manage staff onboarding and offboarding processes in accordance with organizational policies and labor laws.
  • Maintain personnel files, including contracts, employee action forms, and performance evaluations.
  • Oversee monthly payroll processing functions.
  • Ensure expatriate staff administrative and residency requirements are maintained.
  • Supervise vehicle management, including maintenance, registration, insurance, and efficient utilization.
  • Provide oversight and support to sub-grantees to ensure compliance with donor administrative requirements.
  • Perform any other duties assigned by the Country Director and Finance Director.

Qualifications

  • Bachelor’s Degree in Finance, Accounting, or a related field.
  • Professional certification such as ACCA or CPA is required.
  • Minimum of five (5) years of relevant professional experience.
  • Proven experience in office administration.
  • Previous experience working with an international NGO is required.
  • Demonstrated ability to apply Generally Accepted Accounting Principles (GAAP).
  • Proficiency in accounting software applications.
  • Experience in the effective use and management of QuickBooks.
  • Strong computer skills, including proficiency in Microsoft Word, Excel, PowerPoint, Outlook, SharePoint, and web browser applications.
  • High level of accuracy and attention to detail in accounting, reporting, writing, and record management.
  • Ability to work independently and collaboratively within a team environment.
  • Strong organizational skills with the ability to manage multiple tasks efficiently.
  • Ability to work effectively under supervision and meet deadlines.
  • Experience working with diverse teams in multicultural environments.
  • Professional proficiency in both written and spoken English and Swahili.
  • Must have legal authorization to work in Tanzania.
