Job Description

The Head of Business Development will provide strategic leadership for Plan International Tanzania’s resource mobilization and business development agenda. The role is responsible for driving sustainable income growth, strengthening strategic partnerships, expanding funding opportunities, and positioning the organization as a preferred partner for advancing children’s rights, gender equality, and youth empowerment in an increasingly competitive donor environment.

Responsibilities

  • Lead and transform the Country Office’s resource mobilization and business development function
  • Develop and implement strategies to achieve sustainable and diversified income growth aligned with the Country Strategy
  • Expand institutional, corporate, foundation, and innovative financing opportunities
  • Strengthen strategic partnerships and lead consortium development initiatives
  • Drive the development of high-quality, competitive funding proposals
  • Promote influencing, localization, and systems-change approaches across business development activities
  • Identify and pursue new funding models, including private sector, climate finance, and blended finance opportunities
  • Lead the Business Development Unit and oversee end-to-end resource mobilization processes
  • Deliver ambitious annual and multi-year fundraising and income generation targets
  • Develop and manage a healthy funding pipeline and forecasting processes
  • Lead donor positioning, external engagement, and partnership development activities
  • Ensure cost recovery, donor compliance, and value-for-money principles across funding portfolios
  • Collaborate with programme, finance, influencing, and global Plan International teams within a matrix management structure
  • Ensure implementation and regular review of the organization’s Partnership Strategy and related processes
  • Strengthen organizational positioning within Tanzania’s evolving donor and development landscape

Qualifications Required

  • Master’s Degree in International Development, Business, Economics, Marketing, or a related field
  • Minimum of 10 years of experience in resource mobilization and business development
  • Proven track record of securing large-scale institutional funding
  • Demonstrated experience leading teams and managing complex funding portfolios
  • Experience in private sector engagement and innovative financing is a strong advantage
  • Strong understanding of global and Tanzanian donor funding landscapes
  • Excellent financial management skills, including budgeting, forecasting, and cost recovery
  • Strong analytical, market intelligence, and strategic planning skills
  • Outstanding written and verbal communication skills with the ability to influence diverse audiences
  • Excellent interpersonal, negotiation, and stakeholder engagement skills
  • Demonstrated ability to build collaborative partnerships and resolve conflicts among multiple stakeholders
  • Experience leveraging digital tools and data to support business development activities
  • Proven expertise in proposal development, grants management, resource mobilization, and donor contract management
  • Excellent understanding of international donor priorities, funding requirements, and proposal writing processes
  • Familiarity with the priorities and funding approaches of private foundations and government donors
  • Experience influencing stakeholders and working effectively within matrix-managed environments

General Conditions

  • Full-time position based in Dar es Salaam, Tanzania
  • Reports directly to the Country Director
  • Grade 17 position
  • Responsible for leading the Business Development Unit and achieving strategic fundraising objectives
