Procurement Supervisor
Job Description
The U.S. Embassy in Dar es Salaam is seeking qualified and experienced candidates for the position of Procurement Supervisor within the General Services Office. This full-time supervisory role is responsible for leading procurement and contracting operations that support the U.S. Department of State and other participating U.S. Government agencies, ensuring that goods and services are acquired efficiently, transparently, and in compliance with established procurement regulations and policies.
The successful candidate will oversee procurement planning, contracting activities, purchasing operations, and supply management while supervising a team of procurement professionals. The role also involves managing the Integrated Logistics Management System (ILMS/Ariba), coordinating procurement priorities, maintaining compliance with U.S. Government procurement standards, and supporting efficient mission operations.
Responsibilities
- Oversee the daily operations of the Procurement Section within the General Services Office
- Plan, coordinate, and supervise procurement and contracting activities for the U.S. Department of State and subscribing agencies
- Develop procurement procedures, priorities, schedules, and work plans to ensure efficient service delivery
- Manage the acquisition of goods and services in accordance with U.S. Government procurement regulations and policies
- Supervise, mentor, and evaluate a team of seven procurement staff members
- Coordinate purchasing, contracting, pricing, and vendor management activities
- Manage and maintain the Integrated Logistics Management System (ILMS/Ariba) used for purchasing, contracts, and supply tracking
- Monitor procurement activities to ensure compliance with established policies, procedures, and contractual requirements
- Coordinate procurement planning to support mission operational requirements
- Ensure timely processing of procurement requests and contract actions
- Monitor contractor performance and procurement documentation for accuracy and compliance
- Maintain procurement records and prepare required operational reports
- Support continuous improvement of procurement processes and internal controls
- Coordinate with internal departments and external suppliers to facilitate procurement activities
- Perform additional procurement and supervisory duties as assigned by management
Qualifications Required
- Applicants must meet one of the following qualification options:
Option 1
- Bachelor’s degree in Procurement, Business Administration, Supply Chain Management, or a related field
- Minimum of five (5) years of progressively responsible experience in procurement, purchasing, contracting, and pricing
- Minimum of two (2) years of direct supervisory experience
Option 2
- Completion of two years of college or university studies in any field
- Minimum of seven (7) years of progressively responsible experience in procurement, purchasing, contracting, and pricing
- Minimum of two (2) years of direct supervisory experience
Option 3
- Completion of secondary school education
- Minimum of eight (8) years of progressively responsible experience in procurement, purchasing, contracting, and pricing
- Minimum of two (2) years of direct supervisory experience
Additional Requirements
- Fluent (Level IV) speaking, reading, and writing proficiency in English, including translation ability
- Fluent (Level IV) speaking, reading, and writing proficiency in Kiswahili, including translation ability (may be tested)
- Strong knowledge of procurement, purchasing, contracting, and pricing practices
- Proven supervisory and team leadership skills
- Excellent planning, organizational, and coordination abilities
- Strong analytical and problem-solving skills
- Effective communication and interpersonal skills
- Ability to manage multiple procurement activities and meet deadlines
- High level of integrity, professionalism, and accountability
- Experience using procurement and supply management systems such as ILMS/Ariba is an added advantage
General Conditions
- Full-time position based in Dar es Salaam, Tanzania
- Work schedule of 40 hours per week
- Annual salary: TZS 77,198,751 (LE-10 Grade)
- Appointment type: Permanent

- Selected candidate must obtain and maintain the required Public Trust Background Investigation, security certification, and medical clearance
