Job Description

WeWorld is seeking an experienced and dynamic Country Representative to lead its operations in Tanzania. The successful candidate will provide strategic, operational, financial, and organizational leadership while ensuring high-quality programme implementation, sustainable growth, effective partnership management, and compliance with organizational and donor requirements. This is a senior leadership position offering an opportunity to contribute significantly to development and humanitarian initiatives across the country.

Responsibilities

  • Lead the development and implementation of the Country Strategic Plan.
  • Ensure programme activities align with organizational priorities and local development needs.
  • Monitor programme quality, effectiveness, and impact.
  • Supervise project managers and partner coordinators.
  • Ensure effective planning, implementation, monitoring, and evaluation of projects.
  • Maintain compliance with donor requirements and organizational standards.
  • Oversee the implementation of sponsorship programmes and ensure compliance with child sponsorship procedures.
  • Coordinate closely with headquarters and sponsorship teams.
  • Identify and pursue new funding opportunities to expand the country portfolio.
  • Lead proposal development and grant acquisition processes.
  • Develop and maintain a sustainable project portfolio.
  • Oversee budget management, procurement systems, logistics operations, asset management, and financial sustainability.
  • Represent WeWorld at national forums, conferences, technical working groups, and stakeholder meetings.
  • Build and maintain strong relationships with government institutions, donors, civil society organizations, communities, and development partners.
  • Identify, establish, and strengthen strategic partnerships.
  • Promote collaboration with NGOs, UN agencies, donors, and research institutions.
  • Enhance WeWorld’s visibility, reputation, and impact within Tanzania.
  • Manage national and international staff and provide leadership across all country operations.
  • Identify staffing needs and support recruitment processes.
  • Build staff capacity through coaching, mentoring, and professional development.
  • Promote diversity, equity, inclusion, accountability, and staff well-being.
  • Ensure compliance with organizational HR policies, Tanzanian labour laws, and donor regulations.
  • Establish performance expectations and accountability frameworks.
  • Develop and oversee security plans, protocols, and risk management measures.
  • Monitor operational risks and security developments in project areas.
  • Coordinate with NGOs and UN agencies on security matters.
  • Develop contingency plans, emergency response procedures, and evacuation plans.

Qualifications Required

  • Advanced University Degree in Development Studies, International Relations, Social Sciences, Political Science, Human Rights, Project Management, or a related field.
  • Minimum of 5 years of relevant professional experience in development or humanitarian programmes.
  • Experience working with international NGOs.
  • Proven experience managing donor-funded development projects.
  • Strong proposal writing, fundraising, and resource mobilization experience.
  • Experience managing project budgets and financial reporting.
  • Experience in security and risk management.
  • Previous experience as a Country Representative or in a similar senior leadership role is an added advantage.
  • Experience in education and protection programmes is desirable.
  • Prior work experience in Tanzania or other African countries is desirable.
  • Strong strategic leadership and organizational management skills.
  • Proven ability to manage and develop diverse teams.
  • Excellent decision-making, problem-solving, and analytical skills.
  • Knowledge of sponsorship programme management.
  • Strong understanding of major donor policies, procedures, and compliance requirements.
  • Experience managing complex project portfolios.
  • Excellent communication, negotiation, and stakeholder engagement skills.
  • Ability to engage effectively with government authorities, donors, partners, and communities.
  • Strong organizational skills and ability to work independently.
  • Commitment to humanitarian and development principles.
  • Cultural sensitivity, inclusiveness, and adaptability.
  • Fluency in English, both written and spoken.
  • Fluency in Italian, both written and spoken, is preferred.
