Job Description

As part of the Regional East Africa Women and Youth Economic Empowerment in Fisheries (WYEEFIMA) Project, Kilimo Trust is seeking a qualified and experienced Assistant Program Officer – Value Chain Development to support project implementation in Tanzania. Based in Morogoro, the successful candidate will provide technical leadership in fisheries value chain development, coordinate project activities, support women and youth empowerment initiatives, and contribute to achieving project targets through effective stakeholder engagement and team management.
Responsibilities:
- Provide technical support in developing detailed project results plans and financial budgets
- Support the development of training programs for women and youth fish traders and other value chain actors
- Assist project teams in preparing annual and operational work plans
- Work with technical teams to prepare training materials on fish post-harvest handling, business management, fish trade, and related topics
- Support value chain actors in developing business cases and investment plans for fish and fish by-product enterprises
- Provide technical support in conducting feasibility studies and investment analyses for fish by-products and differentiated markets
- Implement project activities and monitor progress against project milestones and performance indicators
- Support compliance assessment systems to ensure adherence to Kilimo Trust and donor requirements
- Conduct periodic surveys to assess progress towards project targets
- Support accurate collection and management of project performance data
- Prepare and review monthly, quarterly, and annual project reports
- Document success stories, lessons learned, and project achievements
- Prepare reports, infographics, articles, and communication materials
- Review reports submitted by field assistants, resident associates, consultants, and technical staff
- Monitor project risks, issues, deliverables, and overall impact
- Ensure compliance with project financial controls, regulations, and operational guidelines
- Support administrative and documentation functions within the Tanzania Country Office
- Establish and maintain strategic partnerships with stakeholders and project partners
- Support preparation of best-practice documents, press releases, learning materials, and knowledge products
- Supervise Program Assistants, Technical Assistants, Resident Associates, Village Agents, and Consultants
- Contribute to fundraising, resource mobilization, and proposal development initiatives
Qualification Required:
- Bachelor’s Degree in Agricultural Economics, Business Management, Entrepreneurship, Natural Resource Economics, or a related field
- Demonstrated experience in value chain development within rural communities is mandatory
- Minimum of four years of progressive experience in project management, particularly in value chain development and women and youth empowerment initiatives in Tanzania
- Knowledge and experience in value chain studies, cross-border trade, and entrepreneurship is an added advantage
- Experience managing and coordinating multidisciplinary teams
- Strong report writing, analytical, and project management skills
- Ability to multitask and work effectively under tight deadlines
- High attention to detail, integrity, innovation, self-motivation, and time management skills
- Ability to communicate in Kiswahili and local languages spoken within fishing communities is an added advantage
- Strong interpersonal, stakeholder engagement, and communication skills
