Catholic Relief Services (CRS) is seeking a passionate and experienced Regional Program Quality Advisor to provide technical and management support in alignment with CRS’ program quality principles, donor requirements, and international best practices.
Roles and Key Responsibilities:
- Contribute to the development and execution of country strategies in line with CRS Vision 2030 and regional priorities.
- Support strategic planning and donor engagement to strengthen influence and program visibility across the region.
- Design and implement quality assurance systems that integrate program standards, gender inclusion, sustainability, and climate considerations.
- Provide technical input during project design and proposal development, ensuring alignment with donor priorities and CRS approaches.
- Offer capacity building and mentorship for CRS staff and implementing partners through training, workshops, and continuous learning.
- Coordinate and lead knowledge management initiatives, including research, documentation of best practices, and dissemination of lessons learned.
- Deliver short-term management surge support during key program phases such as start-up, close-out, or transition periods.
- Collaborate with cross-functional teams to ensure program integration and the consistent application of CRS’ partnership principles.
Knowledge, Skills, and Abilities:
- Strong interpersonal and relationship management skills with the ability to influence without direct authority.
- Excellent strategic, analytical, and problem-solving skills with a systems-thinking approach.
- Strong written and verbal communication skills, including report writing and presentation.
- Skilled in facilitation, coaching, mentoring, and leading training sessions.
- Proactive, results-oriented, and adaptable to dynamic work environments.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, Publisher).
Preferred Qualifications:
- Master’s Degree in International Relations, Development Studies, or a related field.
- Prior experience working with CRS Partnership strategies or managing partner relations.
- Experience with proposal writing and donor engagement, especially with international NGOs.
- Understanding of program monitoring and evaluation, data analysis, and reporting systems.
- Knowledge of cross-sectoral programming in areas like gender, climate, and social development.
Basic Qualifications:
- Minimum of 5–8 years of international experience in a technical advisory or management role within an NGO or similar environment.
- At least 3 years of supervisory experience, including mentoring and staff development.
- Proven track record in business development, project design, and proposal writing.
- Experience providing technical assistance, especially in quality assurance or capacity strengthening.
- Excellent skills in networking, partnership development, and stakeholder engagement.
- Fluency in English (written and spoken).
- Willingness to travel up to 35% across assigned countries.
Supervisory Responsibilities:
This role involves direct supervision and mentoring of assigned program staff within the region.
