Full Job Description

The World Food Programme (WFP) is seeking a WFP Volunteer – Finance (VAT Refund Claims Processing) based in Dar es Salaam. The role supports the Finance Unit in managing Value Added Tax (VAT) refund processes in line with Government of Tanzania regulations and WFP financial procedures. It focuses on ensuring efficient processing, tracking, and recovery of VAT claims while maintaining accurate financial documentation.

This position plays a key supporting role in strengthening financial accountability and compliance by coordinating VAT-related documentation, monitoring claim status, and liaising with government institutions such as the Ministry of Foreign Affairs (MoFA) and the Tanzania Revenue Authority (TRA).

Responsibilities

  • Monitor, record, and track VAT refund claims and related transactions
  • Verify completeness, accuracy, and compliance of VAT supporting documentation
  • Reconcile VAT claims against financial records and supporting invoices
  • Prepare VAT claim forms and required documentation in accordance with submission standards
  • Compile monthly tax invoices and supporting financial records
  • Ensure VAT claims comply with WFP financial policies and donor requirements
  • Submit VAT claims to the Ministry of Foreign Affairs (MoFA) for initial processing
  • Follow up with MoFA to obtain VAT clearance documentation
  • Facilitate submission of approved claims to the Tanzania Revenue Authority (TRA)
  • Track VAT refund processing progress and maintain updated claim status records
  • Maintain a VAT claims tracking database with accurate and timely updates
  • Monitor outstanding VAT receivables and support reconciliation processes
  • Assist in preparation of financial reports related to VAT recovery
  • Identify delays, discrepancies, and bottlenecks in the VAT refund process
  • Escalate issues requiring attention to relevant supervisors
  • Support improvements to VAT refund procedures and workflows
  • Assist in updating VAT Standard Operating Procedures (SOPs)
  • Provide general administrative and financial support to the Finance Unit as required

Qualifications

  • Bachelor’s Degree in Finance, Accounting, Business Administration, or related field
  • No prior professional experience required (entry-level opportunity)
  • Basic understanding of taxation systems, especially VAT processes in Tanzania (advantage)
  • Strong proficiency in Microsoft Excel, Word, and other Office applications
  • Strong analytical and numerical skills
  • High attention to detail and accuracy in financial data handling
  • Ability to reconcile financial records and maintain structured documentation
  • Strong organizational and time management skills
  • Ability to handle multiple tasks and meet deadlines
  • Good communication skills (written and verbal)
  • Ability to engage professionally with government institutions and stakeholders
  • High levels of integrity, accountability, and reliability
  • Strong teamwork and collaboration abilities
